HR, COMPLIANCE AND CORPORATE ADMINISTRATION MANAGER (USA)

Build the Foundation Behind Mining Operations
Hancon Mining Division USA Corp. is a growing underground mining contractor providing mine development, construction, production support, and specialized mining services across North America.
We're looking for an organized, proactive, and experienced HR, Compliance & Corporate Administration Manager to lead our U.S. people operations and corporate administration. This position is ideal for someone who enjoys creating structure, improving processes, ensuring compliance, and supporting both field operations and executive leadership.
This is a key leadership support role responsible for Human Resources, regulatory compliance, payroll governance, recruitment, employee relations, corporate administration, and audit readiness across our U.S. operations.
What You'll Do
Human Resources
- Lead all recruitment activities including job postings, candidate screening, interviews, reference checks and hiring coordination
- Coordinate employee onboarding and offboarding
- Prepare employment agreements and new hire documentation
- Maintain personnel files and HRIS records
- Develop and maintain HR policies, procedures and employee handbook
- Support employee relations and performance management
- Coordinate disciplinary documentation and investigations
- Assist managers with employee coaching and conflict resolution
- Maintain organizational charts and employee records
- Prepare HR reports and workforce metrics
- Coordinate employee engagement initiatives
Payroll & Benefits Administration
- Maintain employee earnings, deductions and benefit records
- Coordinate employee benefit enrollments and changes
- Liaise with benefit providers and insurance carriers
- Support Workers' Compensation administration
- Support leave administration including FMLA and applicable state leave programs
- Coordinate unemployment claims and employment verification requests
Compliance & Regulatory Administration
- Maintain compliance with Federal, State and local employment legislation
- Maintain company licenses, registrations and corporate records
- Coordinate employment law compliance activities
- Support internal audits and external regulatory reviews
- Ensure contractor compliance documentation is current
- Track corrective actions and compliance deadlines
- Develop and maintain internal administrative controls
MSHA Administration
Working closely with Operations and Safety personnel, you will:
- Support maintaining MSHA administrative records
- Support tracking of required employee training documentation
- Support maintaining contractor qualification files
- Assist in preparing documentation for inspections
- Assist in maintaining inspection records
- Support corrective action tracking following inspections
This role supports regulatory administration and documentation but is not responsible for site safety management or operational supervision.
Executive & Corporate Administration
- Provide administrative support to executive leadership
- Prepare reports, presentations and corporate correspondence
- Assist with corporate governance documentation
- Support budgeting and departmental reporting
- Maintain confidential corporate records
- Coordinate document control and filing systems
- Assist with special projects and continuous improvement initiatives
Recruitment & Workforce Planning
- Develop recruitment strategies for field and corporate positions
- Coordinate hiring with Operations
- Attend career fairs and recruitment events
- Build relationships with colleges, trade schools and community organizations
- Support workforce planning initiatives
What We're Looking For
Required Qualifications
- 5+ years of Human Resources or Corporate Administration experience
- Experience in employment law and HR compliance
- Strong knowledge of payroll administration
- Experience administering employee benefits
- Excellent organizational and project management skills
- Strong written and verbal communication
- High level of professionalism and confidentiality
- Advanced Microsoft Office skills
- Ability to manage multiple priorities in a fast-paced environment
Preferred Qualifications
- Mining, construction or industrial experience
- Experience with MSHA regulations
- Experience supporting multi-state operations
- HR designation (SHRM-CP, SHRM-SCP, PHR, SPHR or equivalent)
- Experience with HRIS and payroll systems
- Experience supporting executive leadership
