Full Job Description

SALARY

The minimum salary is $24.750 per hour

This position is eligible for overtime (non-exempt), if applicable.

Pay Grade 518

GENERAL DESCRIPTION

The purpose of this classification is to ensure compliance with environmental and labor regulations on federally funded projects. This classification conducts environmental reviews for compliance with the National Environmental Policy Act (NEPA) for HUD-funded projects and monitors construction projects for compliance with the Davis-Bacon Prevailing Wage Rate.

MINIMUM REQUIREMENTS

Bachelor's degree in a field related to the job
Two (2) years of related experience
Additional years of related education may substitute for years of experience
Additional years of related experience may substitute for years of education

ESSENTIAL FUNCTIONS

Conducts environmental reviews and prepares records to comply with the National Environmental Policy Act (NEPA)
Review and analyze certified payrolls on all Davis Bacon projects for labor compliance
Provide administrative support to Grants Manager for LFUCG annual Consolidation Plan for submission to HUD
Review bid documents on construction contracts and attend pre-bid and pre-construction meetings.
Conducts on-site visits and interview employees to ensure labor compliance
Approves invoices for payment to contractors by determination of compliance of contractors with federal wage rates
Performs related work as assigned

SPECIAL LICENSE/CERTIFICATION

Valid driver's license

SPECIAL REQUIREMENTS

All positions require drug testing and background check before employment and may require a post-job offer physical as stated in Ordinances 21-14(b), 22-13 and 23-16
Must be able to operate Urban County Government equipment and vehicles in a safe, prudent and responsible manner.
