The Office of Inspector General (OIG) performs many varied functions for the Cabinet for Health and Family Services. OIG has Six Divisions: Division of Regulated Child Care, Division of Health Care, Division of Audits and Investigations, Certificate of Need, Division of Telehealth Services, and the Division of Kentucky Health Information Exchange. These Divisions cover a wide variety of job tasks and duties in varied settings throughout Kentucky, which include inspecting and licensing childcare and healthcare facilities and services, conducting investigations of complaints in those facilities, conducting Medicaid fraud and other types of complaints for the Cabinet. OIG is also responsible for managing Kentucky's Health Information Exchange, which is the technical infrastructure or network that enables doctors, hospital staff, and other healthcare providers to electronically share patient health information so that providers are more quickly informed and have access to a patient's comprehensive health history.

The Office of Inspector General is seeking a Budget Specialist II to support the formulation, management, and execution of the agency’s state and federal budgets. This position plays an important role in ensuring funds are properly managed, expenditures are monitored, and budgetary activities comply with applicable statutes, regulations, policies, and procedures.
The ideal candidate is a detail-oriented professional with strong analytical, organizational, and communication skills who can manage multiple priorities and meet deadlines. The successful candidate will be comfortable working with financial information, interpreting policies and regulations, monitoring expenditures, and providing guidance to others on budgetary and procurement matters.
RESPONSIBILITIES and DUTIES:
- Provide technical assistance and guidance regarding agency budget matters and ensure compliance with applicable statutes, regulations, policies, and procedures.
- Analyze budget reports and provide information to assist leadership with financial decision-making.
- Develop and monitor the Office of Inspector General’s state and federal budgets, ensuring expenditures remain consistent with approved budgets.
- Develop and submit budget requests to the centralized budget office and participate in the planning and development of the biennial budget.
- Prepare invoices and ensure required documentation is complete and accurate before payments are processed.
- Initiate and approve inter-account transactions with other state agencies.
- Prepare budgetary and financial reports for state and federal programs.
- Assist divisions with budget management, expenditure tracking, and budget projections.
- Provide technical guidance and assistance regarding contracts and procurement requirements.
- Monitor expenditures and vendor transactions to ensure vendor requirements are met before initiating payments.
- Complete required state and federal budget reports accurately and timely.
- Participate in the development and implementation of agency policies and procedures affecting budgetary operations.
- Perform EMARS accounting functions and other procurement-related duties.
- Perform other duties as assigned.
PREFFERED KNOWLEDGE, SKILLS, and EXPERIENCE:
- Knowledge of budget administration, financial analysis, accounting principles, and financial management practices.

- Working knowledge of eMars, KITS, and PPATS, as well as state budget, accounting, procurement, and purchasing processes.
- Proficiency in Microsoft Office applications, including Word, Excel, Outlook, and other productivity tools.
