Job Summary

SUPERVISION

The Public Works Foreman works under the direct supervision of The Village Public Works Superintendent.

ESSENTIAL FUNCTIONS

The functions listed describe the primary purpose of this job. Specific duties or tasks may vary and be documented separately. The employee might not be required to perform all functions listed. Additional duties may be assigned, and functions may be modified, according to necessity.

All assigned duties or tasks are deemed to be part of the essential functions, unless such duties or tasks are unrelated to the functions listed, in which case they are deemed to be other (non-essential) functions.

Employees are held accountable for successful job performance. Job performance standards may be documented separately through a performance reviews process, and may include functions, objectives, duties, or tasks not specifically listed herein.

In performing functions, duties or tasks, employees are required to know and follow safe work practices, and to be aware of Village policies and procedures related to job safety, including safety rules and regulations. Employees are required to notify superiors upon becoming aware of unsafe working conditions.

All functions, duties or tasks are to be carried out in an honest, ethical, and professional manner, and to be performed in conformance with applicable Village policies and procedures. In the event of uncertainty or lack of knowledge of Village policies and procedures, employees are required to request clarification or explanations from superiors or authorized Village representatives.

The Public Works Foreman is responsible for all day-to-day tasks of the Villages Public Works functions as directed by the Public Works Superintendent including Wastewater, Water, Streets, Parks, Property, and towns yard waste facility. Carries out the complex and detailed tasks of the job with autonomy. The Foreman is expected to prioritize his/her work schedule to meet the legal and policy requirements as set forth by the actions of the Village Board within the purview of the requirements of the position.

1) Tasked with working on projects of water distribution, wastewater treatment, wastewater and solid waste collection, streets, parks, Village owned properties, and construction programs.

2) Attends meetings of the Village Board and other official meetings as directed by the Village Board or Mayor, except those which the Village Board or Mayor determines that attendance is not required because of a conflict or other reason.

3) Work in conjunction with the Village Public Works Superintendent to coordinate equipment, tool, vehicle, and property maintenance schedules

4) Works to maintain Village appearance, i.e., mowing, landscaping, weed removal, boulevard beautification, etc.

5) Work in conjunction with the Village Clerk to comply with locate request.

6) Conduct water meter reading as necessary.

7) Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

8) Ability to work overtime to attend to unexpected problems of the department

9) Helps Village Public Works Superintendent with removal of snow, and street condition in inclement weather

10) Clean and maintain Village Properties

The Village Public Works Foreman may be responsible for other work assignments not listed that are deemed necessary by the Village of Atkinson Town Board or Mayor.

Competencies Knowledge of:

Construction methods, materials and equipment as applied in municipal public works

Automotive and construction equipment usage, maintenance, and related equipment

Electrical systems

Materials, methods, and techniques utilized in construction and maintenance activities of the department

Ability to:

Ability to work efficiently and effectively with citizen and business groups, and employees.

Identify and respond to sensitive community and organizational issues, concerns and needs.

Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.

Research, analyze and evaluate new service delivery methods and techniques.

Oversee, manage, or respond to requests and inquiries from the public.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain effective working relationships with those contacted in the course of work. Act as a motivator who can develop strong staff and employee morale while attaining a high level of productivity and accomplishment from the work force.

WORKING CONDITIONS (Physical/Mental Demands)

With or without reasonable accommodation, requires the physical and mental capacity to effectively perform all essential functions. In addition to other demands, the demands of the job include.

Work frequently requires strenuous physical tasks, including bending, stooping, and lifting and carrying items weighing 20-50 pounds

Remain in a standing position for extended periods of time

Prolonged operation of moving equipment both riding/walking over rough terrain

Coordinate the movement of more than one limb simultaneously (example; operating the clutch and accelerator on a 6-yard dump truck)

Lift arms above shoulder level

Operate power driven machinery such as jack hammer, tamper, or other equally sized equipment to repair City streets

Work outside in a variety of environmental extremes such as heat, cold, rain, and dust

Maintaining composure in dealing with authorities, clients, citizens, occasionally under conditions of urgency and in pressure situations

Must undergo and meet City standards for background and reference checks, controlled substance testing, and physical exams

Required ability to handle multiple tasks concurrently

Computer usage including data entry for prolonged periods

Handling and being exposed to sensitive and confidential information

Regular talking and hearing

Frequent sitting

Close vision, distance vision, and ability to adjust focus

MINIMUM QUALIFICATIONS AT ENTRY Education/Experience:

1. High School diploma or GED Equivalent.

2. Ability to obtain appropriate pesticide applicator's license within one year into role or assigned time frame.

3. A.S. degree or technical training in engineering, mechanical, management or administration may substitute for experience. Other combinations of experience and education which meet the minimum requirements may be substituted.

4. CDL or Class B or willing to obtain CDL/Class B.

Position Type/Expected Hours of Work:

This position is with typical office hours consisting of Monday through Friday 7:00am to 3:30pm. Evening and weekend work is required as job duties demand, as determined by the Village of Atkinson Board or Mayor.
