The City of Kingman is seeking a dedicated professional to perform grant writing, lifecycle administration, research, and compliance monitoring under the general supervision of the Accounting Manager. This role requires considerable initiative in identifying funding opportunities across federal, state, and private sectors, while establishing and maintaining strong collaborative relationships with government officials, funding agencies, and project stakeholders.

You are an analytical, organized, and proactive professional with a deep understanding of federal, state, and local grant regulations, fund accounting, and contract management. You excel at researching funding opportunities, assessing eligibility, and staying ahead of evolving grant programs across public and private sectors. With exceptional written and verbal communication skills, you easily translate complex legal and administrative materials into clear reports, compelling applications, and sound strategies. You thrive on managing multiple priorities to meet tight deadlines, analyzing technical data to solve problems, and building strong, collaborative relationships with internal teams, external partners, and funding agencies.
EDUCATION AND EXPERIENCE

Associate’s Degree in Public Administration, Business Administration, Finance, Accounting or, related field;

Three (3) years of professional level experience performing grant administration.

OR an equivalent combination of education, experience and training equivalent to the above minimum requirements.
SPECIAL REQUIREMENTS

Valid Arizona Driver’s License or ability to obtain within three (3) months of hire.
Grant Lifecycle Administration & Project Management (40%): Oversees full-cycle grant administration for City departments and City-sponsored community grant programs. Researches funding opportunities, prepares and submits applications, and monitors project performance to ensure milestones are met. Serves as the primary liaison between the City, funding agencies, and community stakeholders while managing project revisions, extensions, and closeouts.
Regulatory Compliance & Policy Interpretation (25%): Ensures strict adherence to federal, state, and local grant regulations as well as City policies. Interprets regulatory updates, recommends necessary policy adjustments, and guides internal departments on compliance matters. Conducts internal reviews, coordinates procurements for grant-funded items, monitors asset tracking, and manages complex contracts and agreements.
Financial Management & Reporting (25%): Handles grant-related accounting, including monitoring expenditures, preparing journal entries, reconciling grant accounts, and processing invoices and payments. Prepares financial, statistical, and narrative reports for management and external funding agencies. Coordinates the annual external audit and prepares the Schedule of Expenditures of Federal Awards (SEFA).
Professional Standards, Coordination & Administrative Support (10%): Maintains accurate grant files and documentation in compliance with retention guidelines. Participates in stakeholder meetings, serves on assigned committees, and supports general administrative needs. Consistently maintains regular attendance, adheres to safety standards, protects confidential information, and represents the City through professional, collaborative relationships.
