Full Job Description

POSITION SUMMARY

This position is under the direct supervision of the Senior Accountant. Incumbent must work independently, and is responsible for submission of documents to support the Housing Authority fiscal department. This role manages payroll and account receivable for the Housing Authority. Responsibilities include monitoring bills, reconciles statements to invoices and maintains accurate record of all financial transactions. Prepares monthly bills for clients and maintains TARs. Responsible for receipting all forms of agency income and processing payroll for staff, including Federal & State taxes.

DUTIES AND RESPONSIBILITIES

Manages accounts receivable and ensures all tenant bills are paid on time.
Processes payroll, ensuring all required information is accurate and done in timely manner.
Prepares final payroll and vacation payouts checks.
Tracks and follow up on outstanding receivables to ensure timely collection; investigates and resolves discrepancies.
Issues coupons on the behalf of YIHA for program operations tenants.
Generates 3-day notices for signature
Maintains complex and/or electronic files of forms, reports and other materials and retrieves them as needed for review.
Establish and maintain effective working relationships with employees, tenants, outside agencies, the general public, and tribal members.
Maintains strict confidentiality at all times.
Perform other financial duties as needed to support organizational needs.
Assist with record preparation and retrieval for annual audits.
Processes client routing slips for all program operations.
Prepares monthly aged receivables for monthly journal vouchers.
Prepare stipends for Board of Commissions (BOC) members.
Balances assigned monthly general ledger (GL's).
Enters daily accounts receivable transactions for supervisor’s postings.
Maintains the time clock system.
Is responsible for adding or removing insurance coverages for staff as necessary.
Manages workers compensation documentation and claims.
Maintains insurance and registration records for all YIHA vehicles, heavy equipment, trailers and related assets etc.

PHYSICAL DEMANDS

While performing the duties of this job, the employee is regularly required to sit and use hands to finger, handle, or feel. The employee frequently is required to reach with hands and arms and talk or hear. The employee is occasionally required to stand, walk, stoop, kneel, or crouch. The employee must occasionally lift and/or move up to 20 pounds. Specific vision abilities required by this job include close vision. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

MINIMUM OUALIFICATIONS

High School diploma or GED plus 2 year experience with an emphasis in accounting. Progressively responsible work experience in a similar occupation may be substituted for the educational requirement (one year of college equals to two years of experience) Experience accounting, preferably in housing or tribal environment.

Ability to self-monitor work and perform independent judgment and pay attention to detail. Must have knowledge of and be familiar with computerized accounting programs, computer spreadsheets and the ability to operate computerized word processing programs.
Experience with and/or knowledge of Native American Communities.
Able to work within established guidelines with minimal supervision; and
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed above are representative of the knowledge, skills and/or ability required.
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages. Ability to apply concepts of basic algebra and geometry.
Ability to read and interpret documents such as policies and procedures, operating and maintenance instructions. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.

CONDITIONS OF EMPLOYMENT

1. Must have a valid state driver's license.

2. Must be eligible to be insurable under YIHA's vehicle policy insurance.

3. Must pass a comprehensive background check.

THE YUROK INDIAN HOUSING AUTHORITY IS A DRUG AND ALCOHOL FREE WORKPLACE. DRUG SCREENING WITH A NEGATIVE RESULT IS REQUIRED BEFORE BEGINNING EMPLOYMENT

All new employees will serve a six-month initiation period to enable the Executive Director to determine their suitability as an YHIA employee. After the six-month initiation period, the employee will be evaluated on his/her performance and at that time it will be decided if the employee is entitled to Full-time Regular Status.

Pay: $22.70 - $35.53 per hour
