Provides leadership, guidance and direction to the Foster Care Liaisons in all matters involving program administration and management in the West Region. Provides leadership, guidance and direction to Foster Care Liaisons in all matters involving program service delivery and management for the assigned region. Assists the Foster Care Administrator in overseeing daily policy and work practices of the Foster Care Liaisons.

Qualifications
Education: *If a degree is required, a copy of a candidate's transcript showing proof must be sent to your recruiter following the interview * Four-year degree in Human Services or Behavioral Sciences field of study, or education determined relevant by the agency.
Minimum Qualifications: *If a driver’s license is required, a copy must be sent to your recruiter following the interview.* Bachelor’s degree in social work, human services, health sciences or related field as determined relevant by the agency and one (1) years of field experience with a child welfare agency, childcare institution or agency performing human services or health sciences functions. Valid Driver’s License.
Preferred Qualifications: One or more of the following: Bachelor’s in Social Work (Licensed Social Worker), Master’s in Professional Counseling (Licensed Professional Counselor), Master’s in Marriage and Family Therapy (Licensed Marriage and Family Therapist).

Security Clearance: A background check (KBI - criminal background, welfare fraud, driver's license and Child/Adult Abuse and Neglect Central Registry) is required for all positions with the Department for Children and Families (DCF) as a condition of employment, which may include fingerprinting and FBI check. Security clearance must be obtained prior to employment with DCF. Must maintain security clearance throughout employment.
Kansas Tax Clearance Certificate: A valid Kansas Tax Clearance Certificate is a condition of employment for all employees of the State of Kansas. Applicants (including non-residents) who receive a formal job offer for a State job, are required to obtain a valid Tax Clearance within ten (10) days of the job offer. A Tax Clearance can be obtained through the Kansas Department of Revenue who reviews individual accounts for compliance with Kansas Tax Law.

The person in this position has access to protected health information (PHI) under the provisions of the Heath Information Portability Act of 1996 (HIPPA) Privacy Rule. PHI must be treated in accordance with the provisions of the HIPAA Privacy Regulation including the requirements for safeguarding, releasing and recording the release of such information. The person will receive training in the provision of the HIPAA Privacy Regulations as they relate to the duties of this position and has signed a confidentiality agreement.

Manage Unit Resources:

Assists in the management of the Regional PPS Foster Care unit’s resources, including staff, to ensure their actions are consistent with program policies, rules and regulations.

Assures effective working relationships with all DCF staff and community stakeholders and

Ensures timely completion of social service assignments and assignments are performed within agency guidelines and standards.
Program/Policy:

Oversees identification and implementation of policy and procedures for the Reintegration/Foster Care/Adoption and Independent Living (IL) Programs, monitoring work flow and provides coordination with Central Office outcomes and expectations.

Assigns tasks in order to maintain the efficiency, accuracy and effectiveness of the delivery of services for the operations of each unit, identify needs and trends as well as maintain compliance with all applicable statutes, regulations and policies.

Monitors effectiveness of program operations, training and direct changes and improvements as necessary.
Case Management:
-
Receives reviews and approves case plans. Assures the permanency goal is appropriate.

Attends case planning conferences when it is anticipated the permanency goal may change.

Attend the Best Interest Staffing with the contractor, if the adoption specialist cannot attend.
-
Receives and review critical/significant events and customer services complaints.
-
Attend court hearings as requested by the court.

Receive and review Aftercare Contact Agreements and Monthly Reports
-
Actively participates in supervisor conferences and case consultation informing supervisor of significant case development and problems.

Will manage all preliminary inquiries for children in Out of Home placement

Will be the liaison for consumer concerns

Review court journal entries and court reports
