The Rural Health Pathways Manager provides strategic leadership, project management, and operational oversight for Eastern Oregon University’s healthcare academic tracks and pre-college outreach initiatives. Serving Union, Wallowa, and Umatilla counties, this position is responsible for cultivating a sustainable academic and experiential pipeline for future healthcare professionals by bridging the transition from regional K-12 school districts to EOU degree programs.
This role oversees direct student engagement, outreach visits, and dual-credit registrations while driving the lifecycle of grant-funded projects, ensuring fiscal responsibility across operational budgets, and supervising dedicated program personnel.
Taking a proactive, collaborative approach to community engagement, the Manager develops and sustains robust regional partnerships with school districts, healthcare providers, and local organizations. Through these connections, the Manager ensures that pre-college initiatives remain responsive to the unique workforce needs of Eastern Oregon’s rural communities.
The Rural Health Pathways Manager is essential to advancing Eastern Oregon University’s commitment to expanding educational access and addressing critical healthcare shortages across the region. By creating clear pathways for local students and aligning regional partnerships with institutional priorities, the Manager directly contributes to student success, enrollment, and long-term community vitality.
This is a full-time, limited-duration position that is contingent upon continued grant funding.
Responsibilities
- Strategic Leadership & Grant Management: Lead the planning, execution, budget management, and reporting for all grant-funded initiatives under the Rural Health Career Pathways project.
- Team Supervision & Operations: Provide direct supervision, mentorship, and workload distribution for Rural Health Pathways Coordinators; oversee independent field operations across rural school districts.
- Large-Scale Event Oversight: Direct timelines and deliverables for regional outreach, EOU Health Career Preview Days, and Summer Career Institutes.
- Dual Credit & Academic Support: Manage dual-credit enrollment workflows in foundational courses (Math, Biology, Chemistry, Medical Terminology, Health & Human Performance) and track pipeline transition metrics.
- Partnership & Pipeline Development: Build strategic alliances with K-12 districts, Educational Service Districts (ESDs), regional healthcare providers, Area Health Education Centers (AHEC), and internal EOU academic units.
Minimum Qualifications
Education
- Bachelor’s degree in Education, Health Sciences, Communications, Public Health, Biology, or a related field
Experience
- Minimum of three to five (3–5) years of progressive experience in student recruitment, academic advising, grant/project management, or healthcare program administration.
- Minimum of two (2) years of exceptional leadership and supervisory capabilities, budget management proficiency, public speaking, academic curriculum mapping, and a strong understanding of rural healthcare workforce shortages and pipeline structures.
- Must satisfactorily complete EOU criminal and credential background check. Having a criminal history is not an automatic bar to employment.

Preferred Qualifications
Education
- Master’s degree in Education, Health Sciences, Communications, Public Health, Biology, or a related field
Experience
- Two (2) years of experience coordinating dual-enrollment/dual-credit processing or organizing pipeline camps/summer institutes in a higher education setting.
