We help connect families to their peers and the broader community, coaching them to build skills as strong advocates and leaders through trusting, relationship-based partnerships.
Our Standards
- Compliance & Excellence: Adhere strictly to all Head Start Performance Standards, program policies, and operational procedures.
- Work Hours: 40 hours per week (varies slightly depending on workload). This is a 12-month position.

Responsibilities
Family Support
- Relationship-Based Practice: Support positive family outcomes as described in the Head Start Parent, Family, Community Engagement Framework, using positive, goal-oriented relationships with a focus on equity, inclusion, and cultural responsiveness.
- Program Welcome: Welcome families into the program and share information about transitioning into the Early Head Start school family.
- Targeted Resilience Support: Identify and provide Resiliency support to Tier 3 and Top Tier Families.
- Home Visiting Fidelity: Complete one home visit per week, achieving at least 46 visits in a program year, utilizing the Growing Great Kids curriculum to high fidelity.
- Health and Wellness: Support child and family health with the direct guidance of the EOUHS Health Manager.
- Individualized Child Goals: Utilize information obtained from screenings, assessments, observations, and parental input to develop individualized child goals alongside families and to guide weekly home visit activities.
- Developmental Tracking (DRDP): Utilize the DRDP (Desired Results Developmental Profile) assessment tool to guide assessment, plan curriculum-aligned learning experiences, and track children’s developmental progress to support school readiness goals.
- Family Partnership Agreements: Assist families in the development of Family Partnership Goals and complete all necessary tracking and follow-up.
- Resource Coordination: Provide recommendations and warm referrals for relevant, accessible community resources.
- Transition Support: Assist families with the transition from Early Head Start to their next steps, such as another program or their next year of Head Start.
- Socialization Services: Coordinate and provide at least 22 group socialization activities over the course of the program year.
- Professional Flexibility: Work flexible hours to meet the unique needs and schedules of enrolled families.
Collaborative Service Delivery
- Community Recruitment: Participate actively in recruitment efforts and activities for the assigned site.
- Parent Advocacy Coaching: Support parents in developing the skills to become strong, confident advocates for their own children and families.
- Screenings & Early Detection: Assure children receive timely developmental, hearing, and vision screenings within required program timelines.
- Parent Leadership Coordination: Coordinate parent meetings, actively coaching and assisting parents to take on leadership roles.
- Community Collaboration: Advocate for families and collaborate closely with community agencies to support child, family, and agency outcomes.
- Parenting Education: Support the coordination and delivery of evidence-based parenting workshops.
Written Documentation and Communication
- Waitlist Management: Keep the program waitlist accurate and up to date.
- Health and Nutrition Education: Provide families with comprehensive Early Head Start health and nutrition requirement information.
- Health Screening Support: Support families in completing dental, health, immunization, nutrition, vision, and hearing screenings.
- Follow-Up Documentation: Document and track all necessary follow-up concerning dental, health, immunization, nutrition, vision, and hearing screenings.
- Accurate Record Keeping: Maintain accurate, timely written and electronic records, including Eligibility, Enrollment, Home Visits, Assessments, Referrals, and Transitions as described in the Family Service Staff Handbook.
- Interdisciplinary Communication: Maintain open, consistent communication with other staff and service providers who have contact with the family, such as Teachers, Family Service Specialists, consultants, service providers, and appropriate managers.
- Supervision and Monitoring: Maintain regular communication with the Family and Community Partnership Manager, participating actively in twice-monthly reflective supervision sessions and completing monthly work plan monitoring forms.
- Professional Development: Attend all team meetings and trainings, and participate actively in professional development plans, including coaching support.
- Program Planning: Participate in ongoing program assessment, strategic planning, and development.
- Mandated Reporting: Report and document any suspected child abuse in strict accordance with state law and program policy.

Minimum Qualifications
Education (One of the following is required):
- Bachelor’s Degree in Social Work, Human Services, Sociology, Psychology, or a related field that includes coursework in the principles of social work, child development, counseling, and/or psychology.
- Associate’s Degree in Social Work, Human Services, Sociology, Psychology, or a related field that includes coursework in the principles of social work, child development, counseling, and/or psychology.
Other Required Education:

Child Development Associate (CDA) Credential or equivalent coursework.
- Valid Oregon Driver’s License and access to transportation.
- Enrollment in the Oregon Child Care Division Central Background Registry.
- In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form upon hire. Eastern Oregon University will not sponsor applicants for employment visas.
Preferred Qualifications
- Minimum of two years experience in family social services setting preferred, including knowledge and experience relating to community resources for referrals to families in need of services.
- Knowledge/Skills/Experience using a trauma sensitive approach to family interventions. Ability to set and maintain professional boundaries with families. Knowledge of early childhood education and intervention preferred.
- Multi/bilingual applicants encouraged to apply.
- Keyboarding skills, computer literacy and familiarity with various applications such a database, word processing, e-mail and internet. Excellent written and verbal communication skills.
- Must have a flexible schedule to accommodate family needs, may include some evening or weekend hours.

- Health Assessments: Complete an initial periodic health examination and any subsequent re-examinations as recommended by a healthcare provider, including screeners or tests for communicable diseases, as appropriate.
- Onboarding: Complete the program Orientation Checklist and all required onboarding trainings.
Required Documentation (At Time of Hire)
- Driver’s License: Present a valid Oregon Driver’s License.
- Work Authorization: Present work authorization documentation to verify identity and eligibility to work in the United States as required by the Federal Government. (Note: Eastern Oregon University Head Start does not sponsor applicants for employment visas.)
- Registry Proof: Provide proof of active enrollment in the Oregon Child Care Division Criminal History Registry.

- First Aid Certification: Obtain and present Pediatric CPR/First Aid certification.
