Full Job Description

United Support Services, Inc., founded in 2003, is an innovative engineering and technology business headquartered in San Diego, CA. We have an exciting new opportunity and are currently looking to add a Deputy Program Manager at the Naval Base San Diego, California. USS offers competitive salaries and excellent benefits! Summary: The Deputy Program Manager (DPM) serves as the primary onsite operational leader responsible for the successful execution of assigned U.S. Navy maintenance, repair, modernization, and support contracts. The DPM provides overall leadership and oversight of project execution, including customer relations, personnel management, safety, quality, schedule performance, cost control, and contract compliance.

The DPM acts as the primary interface between the Company and Government customers, ensuring all work is completed safely, efficiently, and in accordance with contractual requirements and Company standards.

Duties and Responsibilities:

Manage assigned Navy contracts from planning through completion, ensuring requirements are met safely, on schedule, within budget, and to customer expectations.
Serve as the primary point of contact for U.S. Navy customers, including SWRMC leadership, Contracting Officer Representatives (CORs), Administrative Contracting Officers (ACOs), and other Government stakeholders.
Coordinate daily project operations, including scheduling, workforce planning, resource allocation, and execution of contract requirements.
Provide leadership and direction to supervisors, foremen, employees, and subcontractors supporting assigned projects.
Ensure compliance with contract requirements, technical specifications, CDRLs, reporting requirements, and Government Furnished Property (GFP) accountability.
Monitor project performance, including cost, schedule, quality, safety, and productivity; implement corrective actions when required.
Prepare and provide project status updates, reports, presentations, and other required customer deliverables.
Maintain strong customer relationships through proactive communication, issue resolution, and professional engagement.
Ensure compliance with OSHA, EM 385-1-1, NAVSEA requirements, Navy Work Specifications (NWS), and Company safety and quality policies.
Promote a zero-incident safety culture and ensure proper completion of safety documentation, inspections, and corrective actions.
Manage project risks, identify potential issues, and develop mitigation strategies.
Support procurement activities, subcontractor management, and accountability of tools, equipment, materials, and Government property.
Support contract growth opportunities, proposal efforts, customer presentations, and business development activities.
Work extended hours, nights, weekends, and travel as required to support project requirements.

Minimum Qualifications:

Bachelor’s degree in Engineering, Construction Management, Business Administration, Project Management, or related field; equivalent experience may be considered in lieu of education.
Minimum fourteen (14) years of project or program management experience in U.S. Navy ship repair, shipyard, maritime maintenance, or related industrial operations.
Experience managing DoD or U.S. Navy contracts.
Knowledge of FAR, DFARS, NAVSEA requirements, and Government contracting practices.
Experience managing multiple projects, teams, subcontractors, and customer relationships.
Strong leadership, communication, organizational, and problem-solving skills.
Proficiency with Microsoft Office Suite, including Word, Excel, Project, and PowerPoint.
Ability to obtain and maintain a U.S. Government Secret Security Clearance.
Other duties as assigned

Preferred Qualifications:

Project Management Professional (PMP) certification.
Active Security Clearance.
OSHA 30-Hour Maritime Certification.
Experience with SWRMC, NAVSEA Standard Items, and Navy Work Specifications.
Prior U.S. Navy service or shipboard maintenance experience.
Experience with corrosion control, preservation, and barge maintenance programs.

Physical Requirements

Ability to work in shipyard, waterfront, and industrial environments.
Ability to board ships and barges, climb ladders, and access confined spaces.
Ability to wear required personal protective equipment (PPE).
Ability to stand, walk, and perform work activities for extended periods.
Ability to lift and carry materials and equipment up to 40 pounds.
