The Opportunity
WSDOT has an exciting opportunity for a Traffic Impact and Development Manager in the Olympic Region Traffic Design Office. This position provides leadership, direction, support, management, and engineering oversight to the Traffic Design Office. They also oversee the Region’s established Development Services Program and Multimodal Planning Program and supports project delivery in conformance with applicable policies and department expectations for customer service, transparency, and accountability. Support Alternative Delivery projects as they relate to traffic, including safety, operational efficiency, demand management, traffic analysis, and work zone traffic analysis. Perform work requiring discretion and independent judgment, including scope, schedule, budget, quality, safety, and stewardship. The position makes recommendations on staffing decisions necessary to successfully deliver the program. This position directly supports the agency’s strategic plan by ensuring, through adherence to WSDOT policies, that work functions performed are administered to the expected quality, safety, and stewardship standards to support Washington’s long-term resilience. What to Expect
Among the varied range of responsibilities held within this role, the Assistant Traffic Design Engineer will:

Assist the Traffic Design Alternative Delivery Engineer to maintain the Traffic Design Workforce
-
Projection Tool in coordination with Program Management, Project Development and Project Engineer Offices.

Use the Workforce Projection Tool to determine labor resource Assist the Traffic Design Engineer with updating Design Policies for Traffic Design disciplines by tracking upcoming changes to design documentation, tracking market and technology changes, and evaluating maintenance practices.

Forecast Traffic Design labor needs for the coming biennium.
-
Review actual expenditures and compares expenditures against preliminary estimates.

Use this information to adjust Full Time Employee estimates for different project types such as Pavers, Bridge Maintenance, Fish Barrier Removal, and Roundabout Safety projects used in the Traffic Design Workforce Projection Tool.

Assist the Traffic Design Alternative Delivery Engineer to assign projects to the design teams and ensure workload is equitably balanced. Coordinates with Multimodal Planning and Development Services to prepare Scope of Work Agreements, review Traffic Studies, Planning Studies, Plans for approval, and Full Package Submittals.

Assess the skills and experience of direct reports, suggests training, provides ad hoc training, and suggests and develops process improvement.

Assist the Traffic Design Alternative Delivery Engineer with updating Design Policies for Traffic Design disciplines by tracking upcoming changes to design documentation.
Qualifications
To be considered for this opportunity, the following competencies are required:

Traffic Engineering, Traffic Operations, & Project Management Expertise: Demonstrated Traffic engineering background with experience managing traffic design and/or traffic operations; proven ability to manage significant design projects; and working knowledge of state and federal design and construction principles, practices, contracting methods, procedures, and budget accountability requirements.

Strategic Planning, Communication & Stakeholder Engagement Skills: Strong skills in establishing plans and setting objectives and goals that support overall program strategy and results, monitoring and measuring performance and making necessary course corrections; excellent written, verbal, and presentation skills to communicate effectively with employees, peers, superiors, the public, and diverse audiences; ability to negotiate challenging issues and facilitate agreement between competing interests; and skills to make responsible, timely, and effective decisions based on complex and competing issues.

Technical & Digital Proficiency: Advanced skills in operating Windows-based systems and engineering software, including MS Office Suite (Excel, Word, SharePoint, Outlook), MS Teams, computer-aided engineering applications, cloud-based platforms, and system databases for project tracking and information management.

Leadership & Supervision: Skills to lead and supervise a diverse workforce by fostering collaboration across boundaries, building and maintaining effective teams, coaching and mentoring staff, and encouraging engagement and professional growth.

Service-Oriented: Takes action to meet the needs of others.
It is preferred that qualified candidates also have:

Professional Engineer: Licensed as a Professional Engineer in the state of Washington or licensed as a PE in another state with the ability to obtain licensure in Washington State.
Engineering & Program Management:
-
Advanced knowledge of civil engineering principles with emphasis in traffic engineering and transportation systems, or a closely related discipline Demonstrated expertise in traffic design and traffic operations.

Comprehensive knowledge of the planning, design, construction, operation, and maintenance of highways, bridges, and related transportation infrastructure.

Ability to manage and oversee complex engineering projects and programs, ensuring compliance with applicable standards, regulations, and safety requirements.
Supervision & Leadership
-
Demonstrated ability to supervise and manage professional and technical staff.
-
Proven capability to lead teams within a public sector environment, including supervision of employees represented by labor unions.
Public Sector & Labor Relations
-
Working knowledge of civil service rules, personnel policies, and organizational procedures.

Understanding of collective bargaining agreements and their application in supervisory and managerial decision-making.
