About this position:
The overall function of this position is to plan, direct, and coordinate all activities for one or more construction units in accordance with FHWA and DOTD policies and procedures. This position performs/maintains contract enforcement, supervision, inspection, and documentation to assure high quality work is performed by the contractor in accordance with plans, specifications, and special provisions. The incumbent ensures fair and equitable treatment of contractors. Construction Management is performed on both State and Federal Funded projects as part of the District Construction Project, Safety, Urban System, Off System, and Contract Maintenance Programs.
This position is in District 03, Unit 203, and reports to the ADA of Construction.
Possession of a current Louisiana license to practice professional engineering plus one of the following:
Two years of licensed engineering experience; or
Six years of professional engineering experience.
EXPERIENCE SUBSTITUTIONS:
A master's degree in engineering will substitute for one year of professional engineering experience.
A doctorate degree in engineering will substitute for two years of professional engineering experience.
Advanced degrees will substitute for a maximum of two years of professional engineering experience.
There is no substitution for licensed engineering experience.
NOTES:
Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.
Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.
Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met.

Job Duties:

Supervise, train, evaluate, and support engineers and technicians, including staffing, performance reviews, counseling, hiring recommendations, and employee development.

Oversee construction activities for highways, bridges, drainage structures, buildings, HMAC plants, CE&I projects, Design/Build projects, municipal joint projects, and railroad projects.

Review and approve staff work such as calculations, documentation, diaries, test reports, and pay estimates, ensuring compliance with DOTD standards.

Coordinate with contractors on project progress, scheduling, plan changes, CPM schedules, and conduct pre-construction conferences with stakeholders.

Approve and monitor erosion control, hazardous waste removal, utility relocations, traffic control, and respond to emergencies; provide testimony for litigation.

Develop and write change orders by applying design standards, specifications, and proper construction practices.

Communicate with citizens, public officials, agencies, and media to resolve construction-related issues and issue press releases for closures and project impacts.

Manage unit resources including office and vehicle use, conduct drainage surveys for permit support, and provide personnel for emergency/disaster activities.

Appointment Type: This position may be filled as either a probational appointment (open to all qualified applicants); a promotion (open to all statewide classified and Agency-wide permanent employees); or by detail to special duty
Compensation: This position has a Special Entrance Rate of $3,316.00 biweekly / $41.45 hourly
Licensing Requirements: Must have a current Louisiana Professional Engineering License
