Code Compliance Officer I - $23.01
Code Compliance Officer II - $24.08
Essential Job Functions:
Performs complaint-based and proactive field inspections to ensure compliance with property maintenance, zoning, housing, sanitation, and quality-of-life ordinances. Accurately identifies code-related issues, clearly communicates requirements and corrective actions with owners and occupants, issues violation notices, and prepares and presents cases to the Special Magistrate when necessary.
Under the direction of the Safe Neighborhoods Director, interprets and applies the City’s Code of Ordinances. Conducts field inspections in response to citizen complaints and proactive activities to identify code-related issues. Communicates clearly, professionally, and courteously with property owners, occupants, and the public to explain ordinance requirements, compliance options, and corrective actions, with an emphasis on education and voluntary compliance. Coordinates with other City departments and external agencies to research issues, share information, and determine appropriate solutions. Records and documents inspection results in a clear, accurate, and timely manner and prepares notices, affidavits, and related official documents to ensure proper citation, consistency, and procedural accuracy.
Conducts follow-up inspections to verify corrective action within established timeframes and determine whether additional action is required. Conducts substandard housing inspections of residential property for compliance with the minimum property maintenance ordinance. Identifies and evaluates unsafe and uninhabitable structures and recommends properties for demolition when conditions meet established criteria. Prepares complete, well-organized case files and presents cases and testimony to the Special Magistrate as required. Conducts damage assessments following natural disasters and assists with related documentation and reporting. Operates a city vehicle to conduct inspections and uses various software systems to maintain accurate, detailed, and case-specific records of inspections, communications, and compliance activities. Participates in community meetings and outreach activities to respond to neighborhood concerns and public inquiries. Attends training, seminars, and workshops to obtain certifications and remain current on applicable ordinances, laws, and procedures. Knowledge, Skills & Abilities:

Ability to read, interpret, and clearly explain City ordinances, zoning codes, and land-use regulations.

Ability to become familiar with City streets, neighborhoods, service areas, and inspection zones.

Ability to perform field inspections, accurately identify code-related issues, recommend appropriate corrective actions and document findings in clear, concise, and well-organized reports.

Ability to make effective presentations; understand and follow oral and written instructions; make independent decisions in accordance with departmental rules, regulations, and policies.

Ability to communicate effectively and to establish and maintain effective working relationships with co-workers, private agencies, officials, and members of the general public.

Minimum Education & Experience:
Code Compliance Officer I
-
Graduation from an accredited high school or possession of an acceptable equivalency diploma as prescribed by Florida Statutes.

A minimum of one (1) year experience in code enforcement, building construction, real estate, investigations, or related regulatory field preferred.
Code Compliance Officer II
-
Graduation from an accredited high school or possession of an acceptable equivalency diploma as prescribed by Florida Statutes.

Possession of Florida Association of Code Enforcement (FACE) certification in Fundamentals of Code Enforcement, Administrative Aspects of Code Enforcement, and Legal Aspects of Code Enforcement.

Possession of the International Code Council (ICC) International Property Maintenance and Housing Inspector certification.
-
Possession of the International Code Council (ICC) International Zoning Inspector Certification.

A minimum of three (3) years of experience working as a Code Enforcement/Compliance Officer with a City of comparable size.

An equivalent combination of education and experience that is determined to be directly related to the foregoing specific requirements may be substituted.
Special Requirements:
Code Compliance Officer I

Must obtain Florida Association of Code Enforcement (FACE.) certification in Fundamentals of Code Enforcement, Administrative Aspects of Code Enforcement, and Legal Aspects of Code Enforcement within two (2) years of being hired.

Must obtain the International Code Council (ICC) International Property Maintenance and Housing Inspector certification within three (3) years of being hired or promoted.

In the event the required certifications are not obtained within the specified time periods, the person in the position will no longer be deemed qualified and employment termination could result.
Code Compliance Officer II

In the event the required certifications are not maintained, the person in the position will no longer be deemed qualified and employment termination could result.
Code Compliance Officers I and II

Possession of a valid Florida driver’s license and a good driving record as determined by the City of Winter Haven.

Absence of non-prescribed controlled substances in the applicant’s system as verified by a laboratory approved by the City of Winter Haven.
