Job Description:

JOB SUMMARY

This is a full-time position within the Office of Court Administration.
Responsibilities include scheduling arbitration hearings and overseeing the entire arbitration process, scheduling divorce and orphans' court hearings, civil trial and civil hearings, civil bench warrants, protection from abuse petitions, Children & Youth hearings and is backup to the Jury Coordinator.

REPORTING RELATIONSHIPS

This position reports directly to the Assistant District Court Administrator for Family and Civil Court.

ESSENTIAL JOB FUNCTIONS

30%-Overseeing the Arbitration Program-Selects dates, appoints arbitration panels and sends notice in accordance with PA State and Local Rules. Receives the requests for hearings, after checking for conflicts, schedules them in the Court Scheduling System and sends notices and lists according to local rules. Ensures that the arbitrators are paid accordingly. Prepares and compiles information needed to be with case files for arbitration hearings as well as custody conferences.
30%-Civil Case Processing-Receives all certifications of cases to individual civil trial terms and schedules them on the Court Calendar. Coordinates with attorneys and pro se parties to place cases on tracks according to the Local Rules and ensures the filing of case management orders. Receives civil petitions from counsel and schedules requested hearings. Requests and monitors the number of jurors needed for each Civil Jury trial term.
10%-Scheduling- Assists with the daily scheduling of Divorce matters, Orphans' Court matters, domestic relations bench warrants and schedules inmates for both domestic relations and Children & Youth in the Court Scheduling System. Backup scheduler for daily newly filed Protection orders.
20%-Children & Youth-Receives petitions, motion, orders, continuance requests and other legal documents pertaining to Children and Youth matters. Independently schedules individual dependency events with the appropriate judge/hearing officer untilizing CPCMS. Considers factors regarding time constraints/limitations and judicial, attorney and courtroom availability when scheduling, ensuring efficient caseflow. Prepares daily court schedules and diseminates to all parties.
5%-Backup to Jury Coordinator-In the absence of the jury coordinator, review questionnaires from prospective jurors then make a determination regarding each juror deemed "not eligible" by excusing the juror, deferring them to a more suitable time or denying their request. In the absence of the jury coordinator create jury panels for voir dire and provide information to the Assistant Court Administrator regarding the status of the jury pool.
5%-Answers questions from members of the judiciary, attorneys, members of court offices, court related offices and the general public.

OTHER SPECIFIC TASKS OR DUTIES

Assists/supports the Assistant District Court Administrator and co-workers with other duties during absences and when needed as well as performs other duties as assigned by the Assistant District Court Administrator and/or President Judge. All of the functions are performed on a regular basis to ensure effective caseflow management of civil cases.

MINIMUM QUALIFICATIONS

Education equivalent to completion of high school, including and/or supplemented by course work in standard business practices or clerical legal training.
Three years of clerical experience in a professional legal or court office setting, which has included substantial involvement with cases or other materials under the Court of Common Pleas' jurisdiction.
Any equivalent combination of education and experiences which is an acceptable substitute for the knowledge, skills and abilities cited below.

KNOWLEDGE, SKILLS AND ABILITIES

Thorough knowledge of clerical practices and procedures governing documentation and processing of cases commonly employed in governmental, legal and/or court offices.
Thorough knowledge of caseflow management practices and procedures.
Thorough knowledge of English usage, grammer, spelling and punctuation including terminology, as used in legal or court offices.
Basic knowledge of the organizational relationships within the Court and related organizations.
Skill in organizing workload, establishing priorities and completing processing requirements independently.
Ability to communicate effectively with members of the judiciary, attorneys, court offices, court related offices and the general public, both verbally and in writing.
Skill in operating computer, Windows, Word Excel and other computer applications, copier and other equipment as required by work assignments.
Knowledge of the methods, technique and procedures used in case scheduling.
Ability to learn specific procedural and statutory case processing requirements that are unique to this position.
Ability to carry out multiple tasks with accuracy critical to the success of those tasks with little administrative supervision.
Ability to maintain records and files.
Ability to organize and complete work within established schedules.
