What does a Manager I, Facilities Operations and Crafts do?
Has immediate charge of the facilities operations and building crafts programs of a small medical facility, or a geographical area providing construction, maintenance, alteration or repair programs with a staff of less than 70, or acts as an assistant to a higher-level Manager, Facilities Operations and Crafts.
Plans, assigns, coordinates, directs, supervises and evaluates the work of a variety of craft and trade workers and supervisors engaged in force account construction, maintenance, alteration or repair of the physical plant and equipment.
Coordinates the work with the managers, supervisors, and administrative staff of the facility in which the work is to be performed.
Ensures compliance with all building, construction and safety codes affecting the accreditation, licensing and operational status of the facility.
Resolves conflicts between codes through discussions with enforcing agencies and recommends and implement solutions to eliminate code violations and comply with changing code requirements.
Confers with administrative managers, division chiefs, and capital projects management staff to establish requirements of new or altered facilities.
Represents the interests of the facility at pre-design and pre-construction conferences with architects, engineers, contractors, vendors and interested County departments.
Reviews or directs the review of plans and specifications and identifies and reports observed design deficiencies.
Inspects or directs the inspection of contract construction work in progress to ensure adherence to plans and specifications.
Reviews and recommends changes to ensure that the facility will perform its designed functions.
Prepares or directs the preparation of a maintenance and alteration program and the preparation of the division's budget.
Reviews or directs the review of work requests and prepares cost estimates and priority recommendations.
Allocates resources to achieve maximum cost-effectiveness.
Establishes division policy, practices and standards and interprets hospital or region standards.
Requirements to Qualify:
One (1) year of experience supervising facilities operations and crafts function or assisting in the management of a facilities operations and building crafts program in a healthcare setting at the level of a craft or trades supervisor implementing Title 22 requirements, Joint Commission on the Accreditation of Healthcare Organizations (JCAHO) standards, and all other pertinent local, state, and federal regulations and codes.
PHYSICAL CLASS II - Light:
This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

SPECIAL REQUIREMENT INFORMATION:
- Facilities operations and crafts function is defined as: A facilities operations and crafts function involves managing, operating, maintaining, repairing, or improving buildings, grounds, infrastructure, and building systems through the work of skilled trades personnel.
Assisting in the management is defined as providing support to the immediate supervisor or manager in various areas by overseeing facilities, utilities operations, and craft.
Facilities operations and building crafts program is defined as: Facilities operations and building crafts include the maintenance, repair, installation, and operation of building systems and infrastructure by skilled trades personnel, such as electricians, plumbers, HVAC/refrigeration mechanics, carpenters, painters, locksmiths, and other related trades.
Healthcare setting is defined as places where healthcare occurs, including acute care hospitals, urgent care centers, rehabilitation centers, nursing homes and other long-term care facilities, specialized outpatient services (e.g., hemodialysis, dentistry, podiatry, chemotherapy, endoscopy, and pain management clinics), and outpatient surgery centers.
Experience at the level of a crafts or trades supervisor is defined as heading a craft or trade section comprised of journey-level and sub-journey level positions; or is first assistant to a higher-level supervisor. Journey-level is defined as a full performance level which is assigned the full-range and diversity of work.
The California Code of Regulations (CCR) Title 22 is one of 27 Titles that contain state regulations. Title 22 is the Social Security title that contains articles and regulatory sections, or individual regulations for the licensing of hospitals and health facilities.
Joint Commission Accreditation of Healthcare Organizations (JCAHO) is the accreditation agency utilized to meet quality and safety standards consistent with the Centers for Medicare and Medicaid Services requirements.
Combined experience in the supervising or assistant in the management will be accepted.
Out-of-class experience will not be accepted for this examination.
No withhold will be allowed. Required experience must be fully met at the time of filing and clearly indicated on the application.
EXAMINATION CONTENT:
This assessment type will evaluate the experience you list on your application and supplemental questionnaire and assign a score based on a standardized scoring system. This assessment is worth 100% of your total score.
Candidates need to achieve a passing score of 70% or higher on the examination in order to be placed on the eligible register.
ELIGIBILITY AND VACANCY INFORMATION:
Applicants who passed the examination are placed on a list in the order of their score group for a period of twelve (12) months. Applications will be processed as they are received and placed on the list accordingly. We will use this list to fill vacancies in the Department of Health Services as they occur.
No individual is allowed to participate in this examination more than once within a twelve (12) month period.

SPECIAL INFORMATION:
Appointees may be required to work any shift, including evenings, nights, weekends, and holidays.
