Primary Purpose
Manage the day-to-day operations of Chester County Solid Waste Authority’s Household Hazardous Waste and Electronics Recycling Facility, including contractor coordination, regulatory compliance, facility maintenance, public service, budget administration, and program development.
Essential Responsibilities
Manage the daily operation of the Household Hazardous Waste and Electronics Recycling Facility, including waste acceptance, handling, supplies, storage, processing, and shipment activities.
- Hazardous Waste Management
Develop and implement procedures for the identification, segregation, packaging, labeling, manifesting, and transportation of household hazardous waste and related materials in accordance with applicable regulations.
- Contract and Vendor Administration
Administer contracts and serve as the primary point of contact for waste disposal vendors, recyclers, service providers, and contractors, including procurement, performance monitoring, and invoice review.
Ensure compliance with all applicable federal, state, and local regulations, including hazardous waste, transportation, environmental, and workplace safety requirements. Maintain required records, manifests, reports, and regulatory documentation.
- Personnel Leadership and Training
Train, supervise, and support assigned personnel while promoting safe work practices and maintaining emergency response preparedness.
- Health, Safety, and Emergency Preparedness
Maintain facility health and safety programs, coordinate emergency response planning, conduct inspections, and ensure proper operation of facility safety systems and equipment.
- Facility and Asset Management
Coordinate facility maintenance, equipment upkeep, preventive maintenance activities, and housekeeping to ensure safe and efficient operations.
- Administrative and Program Management
Develop and administer facility budgets, monitor expenditures, prepare reports, support grant opportunities, recommend program improvements, provide customer service, and support community outreach and special collection events.
Minimum Qualifications
- Bachelor's degree in Environmental Science, Chemistry, Biology, Environmental Engineering, Environmental Studies, or a closely related field.
- Three (3) years of progressively responsible experience in hazardous waste management, environmental compliance, chemistry, or a related field, including experience identifying, handling, segregating, lab packing, and consolidating hazardous waste.
- Working knowledge of federal and state hazardous waste regulations, including applicable USEPA, PADEP, OSHA, and USDOT requirements.
- Knowledge of hazardous waste chemistry, chemical compatibility, spill response, and the safe use of personal protective equipment.
- Strong organizational, project management, budgeting, and communication skills.
- Ability to effectively interact with regulatory agencies, contractors, vendors, coworkers, and the public.
- Write and read English language proficiently
- Proficiency with Microsoft Office applications.
- Ability to lift materials and containers weighing up to 50 pounds.
- Valid Pennsylvania Driver's License.
Preferred Qualifications
- Experience managing contractors, service agreements, and hazardous waste disposal vendors.
- Experience preparing operating budgets, regulatory reports, and grant-related documentation.
- Experience operating material handling equipment, including forklifts, pallet jacks, and floor scales.
- Experience interacting directly with the public in a professional manner
- DOT Hazardous Materials Shipping Certification.
- OSHA 40-hour HAZWOPER training or equivalent hazardous waste emergency response training. (CCSWA will provide required training as necessary.)
