The Regional Program Director is a member of the Roads to Freedom Center for Independent Living (RTFCIL) management team and provides leadership, oversight, and support for programs, staff, and operations within the assigned region.
The Regional Program Director focuses primarily on regional operations, staff leadership and support, program implementation, service delivery, organizational accountability, team development, quality improvement, and ensuring that services within the region remain strongly aligned with the Independent Living philosophy and the needs and direction of the disability community.
The Regional Program Director provides consistent leadership and supervision to regional managers, coordinators, and program staff and is responsible for ensuring employees have the direction, resources, support, training, and accountability necessary to successfully perform their responsibilities and provide high-quality services.
Working closely with the Director of Compliance, Quality & Risk Management and other members of organizational leadership, the Regional Program Director ensures that RTFCIL's strategic priorities, policies, programs, performance expectations, and organizational initiatives are effectively implemented throughout the region. The position also serves as an important communication link between regional staff and executive leadership by identifying operational needs, barriers, opportunities, emerging community needs, and areas requiring organizational attention.
The Regional Program Director is responsible for strengthening regional operations while ensuring that programs and services remain consumer-controlled, accessible, responsive, accountable, and grounded in the Independent Living philosophy. The Director promotes an organizational culture that values consumer choice, self-determination, dignity of risk, disability rights, peer support, community integration, staff development, collaboration, and accountability.
The primary function of the Regional Program Director is the effective internal management and performance of established RTFCIL programs, services, and regional staff. The Director may participate in community partnerships, organizational planning, advocacy, and the implementation of approved new initiatives. However, primary responsibility for fundraising, revenue diversification, donor development, and external relationship development rests with the Regional Development Director and/or other designated organizational leadership.
QUALIFICATIONS
Minimum Qualifications
- Bachelor's degree in human services, social work, rehabilitation, disability studies, public administration, nonprofit management, organizational leadership, or a related field preferred; significant relevant leadership and professional experience may be considered.
- Experience working in a Center for Independent Living, disability services, human services, community-based services, or a similar organization.
- Demonstrated experience supervising, supporting, and developing employees.
- Understanding the Independent Living philosophy and disability rights.
- Familiarity with CILSuite or similar service tracking and data management systems.
Preferred Qualifications
- Three or more years of supervisory or management experience in human services, preferably within a Center for Independent Living or disability services.
- Personal experience with disability and/or deep understanding of the Independent Living movement and philosophy.
- Demonstrated ability to supervise, mentor, develop, and support staff.
- Strong collaboration, organizational leadership, and community engagement skills.
- Experience with program compliance, reporting, quality management, performance measurement, and implementation of grant- or contract-funded services.
Work Location and Travel: This position is responsible for providing leadership and oversight across RTFCIL's Williamsport and Lancaster offices. The Regional Program Director is expected to share working time between both office locations to maintain an active leadership presence, support staff, oversee program operations, and promote consistency and collaboration across locations. The position also requires travel throughout Pennsylvania as needed for organizational meetings, program activities, trainings, conferences, community engagement, advocacy activities, partner meetings, and other business-related responsibilities.

Regional Operations & Program Implementation
- Provide overall leadership and operational oversight for programs and services within the assigned region.
- Serve as the primary regional leader for day-to-day program operations, staff performance, service quality, documentation, and operational accountability, distinct from the Regional Development Director's primary focus on organizational growth, fundraising, revenue diversification, and strategic external development.
- Lead the implementation and evaluation of regional programs and services in alignment with RTFCIL's mission and the Independent Living philosophy.
- Translate organizational goals, strategic priorities, policies, and initiatives into effective regional operations.
- Coordinate regional service delivery to promote consistency, quality, accessibility, and consumer-driven outcomes.
- Identify operational barriers, service gaps, emerging needs, and opportunities for improvement or expansion.
- Coordinate regional staffing and resources to support effective service delivery.
- Lead the regional implementation of approved new programs, grant- or contract-funded services, locations, and organizational initiatives after organizational direction and resources have been established.
- Collaborate with internal departments to ensure effective program coordination and reduce service fragmentation.
- Monitor regional program performance, outcomes, and impact using data-informed practices.
- Maintain a consistent leadership presence at both the Williamsport and Lancaster offices by regularly working from and traveling between both locations, ensuring effective communication, coordination, staff support, and consistent implementation of RTFCIL programs, policies, procedures, and organizational expectations.
Staff Leadership, Supervision & Team Development
- Provide leadership and supervision to regional managers, coordinators, and program staff.
- Conduct consistent individual and group supervision and maintain clear performance expectations.
- Provide coaching, guidance, problem-solving support, and constructive feedback to staff.
- Support staff development through performance evaluations, training, cross-training, professional growth, and leadership development opportunities.
- Participate in recruitment, interviewing, hiring, onboarding, corrective action, and performance improvement processes.
- Ensure staff understand and adhere to Independent Living principles, organizational policies, program requirements, and performance expectations.
- Promote teamwork, open communication, accountability, accessibility, inclusion, and shared responsibility.
- Identify staff and resource needs and communicate them to executive leadership.

Service Delivery & Independent Living Philosophy
- Ensure consumers receive high-quality, accessible, responsive, and consumer-driven services.
- Ensure regional services consistently reflect consumer control, self-determination, informed choice, dignity of risk, peer support, disability rights, and community integration.
- Promote meaningful consumer involvement and leadership in programs, services, evaluation, and decision-making.
- Monitor practices that may unintentionally limit consumer choice, autonomy, or self-direction and address concerns appropriately.
- Support individual and systems advocacy efforts that advance disability rights and Independent Living.

Organizational Accountability & Quality Management
- Establish and maintain clear expectations for regional programs and staff and monitor progress toward organizational goals.
- Ensure accurate and timely documentation, data collection, reporting, and completion of required program activities.
- Ensure compliance with applicable federal, state, local, contractual, grant, and funding requirements, including requirements of ACL, MCOs, PCIL, SILC, OVR, and other applicable entities.
- Work collaboratively with Quality Management and executive leadership to identify trends, deficiencies, and opportunities for improvement.
- Participate in audits, monitoring reviews, internal evaluations, and corrective action planning.
- Develop and follow through on improvement strategies when program or staff performance does not meet expectations.
- Ensure accurate and effective use of CIL Suite Platinum and applicable departmental modules.
- Provide monthly, quarterly, annual, and other program data and reports as requested.
- Provide data and input for the annual PPR and other required organizational or funder reports.
- Participate in consumer satisfaction surveys and use feedback to strengthen services.
Consumer & Disability Community Responsiveness
- Maintain meaningful connections with people with disabilities, disability-led organizations, and necessary program and referral partners to ensure regional services remain responsive to consumer and community needs.
- Represent RTFCIL in community meetings, outreach activities, and advocacy efforts when participation is directly related to regional programs, consumer needs, or service delivery, as assigned.
- Identify emerging disability-related issues and systemic barriers within the region and communicate them to organizational leadership.
- Create opportunities for consumers and community members to provide input regarding regional services, priorities, and unmet needs.
- Ensure regional programs conduct appropriate outreach to underserved and underrepresented disability communities and use that input to improve access to services.
- Maintain operational and referral partnerships necessary to support consumer access, service coordination, community participation, and successful program outcomes.
Strategic Planning, Data & Organizational Coordination
- Participate in implementation of RTFCIL's strategic plan and monitor regional progress toward applicable goals and benchmarks.
- Maintain regular communication with the Chief Executive Officer regarding regional accomplishments, concerns, staffing needs, operational barriers, community needs, and opportunities.
- Serve as a communication link between regional staff, executive leadership, and other departments.
- Use program data, consumer feedback, staff input, and service trends to support management decisions and continuous improvement.
- Provide recommendations regarding regional staffing, resources, programs, and organizational priorities.
- Participate in management meetings, organizational planning, quality management activities, and other leadership initiatives.
- Provide accurate program data, outcomes, operational information, and subject-matter input to organizational leadership to support planning, reporting, funding applications, and approved systems-change initiatives; primary responsibility for fundraising, revenue diversification, and securing new funding is outside this position.
