Why does the job exist?

This is a Manager position In a Juvenile Correctional Rehabilitation Facility. This position is required to provide coaching and mentoring for new and established employees; overseeing unit management, staff/schedule unit employees; ensure staff are current on with training requirements and recertification; ensure the documentation of all violations of facility operating procedures, rules and regulations and state and federal statutes; write reports and prepare/maintain required records; support coordination between contracted providers, volunteers, and the facility to coordinate robust client programming; conduct employee evaluations, corrective action and time approval; and other duties as assigned by management.
How does it get done?

This position reports directly to the Superintendent. The position will ensure CYFD and Juvenile Justice Services (JJS) policies and procedures are adhered to by staff and that the program is appropriately functioning. This position will ensure staff development and training; The Staff Manager must be able to coordinate and facilitate supervisory meetings and team meetings. This position has rotating standby responsibilities for staffing, incidents and emergencies and must submit written reports. The Staff Manager ensures safe and secure custody of all assigned youth while ensuring that all youth are provided constitutional rights and the appropriate reporting and documentation of all violations of facility operating procedures, rules and regulations, and state and federal statutes. This position requires working knowledge of the Prison Rape Elimination Act (PREA), the Collective Bargaining Agreement (CSA) and the Performance Based Standards (PbS).

Minimum Qualification

Bachelor's Degree in a relevant field of study from an accredited college or university and seven (7) years of professional level experience operating within parameters and guidelines directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling eleven (11) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include supervisory and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.
Employment Requirements

Must possess and maintain a valid Driver's License. Pre-employment background Investigation is required and is conditional pending results.
Working Conditions

Work will be completed in various locations to include office, correctional facility, and community sites. This job could require running, lifting and possible physical intervention. Incumbents must be willing to accept changes in geographic assignment and be willing to work shifts, overtime, holidays, weekends and call back for emergencies. Incumbents must have a telephone and be willing to give the phone number to the supervisor. There is potential risk from juvenile actions with this position.
