Full Job Description

The Clark County Henderson Justice Court Department is seeking qualified candidates to apply for the Court Administrator position. This position will help drive continuous improvement in service delivery and technology. The Court Administrator position is one of high responsibility and utmost confidentiality; oversees the administration, operations, personnel, financial functions and regulatory compliance of the Henderson Justice Court. This position is responsible for developing, implementing, and maintaining procedures and programs that ensure efficient court operations, compliance with state and local laws and delivery of high-quality public service. The ideal candidate must have exceptional interpersonal and problem-solving skills.

This examination will establish an Open Competitive Eligibility list to fill current and/or future vacancies that may occur within the next six (6) months or may be extended as needed by Human Resources.

MINIMUM REQUIREMENTS

Education and Experience: Bachelor's Degree and four (4) years of full-time administrative or managerial support, two (2) of which have been in a legal or court related setting and one (1) of which was in a lead or supervisory capacity. Equivalent combination of formal education and appropriate related experience may be considered.

All qualifying education and each experience must be clearly documented in the “Education” and “Work Experience” sections of the application. Background Investigation: Employment is contingent upon successful completion of a background investigation. Periodically after employment background investigations may be conducted.

Pre-Employment Drug Testing: Employment is contingent upon the results of a pre-employment drug examination.

EXAMPLES OF DUTIES

Plans, organizes, manages, reviews, and evaluates the work of clerical support and security staff through subordinate supervisors and/or lead staff.
Develops and implements procedures, goals, objectives, policies and work standards assuring compliance with other court and county policies and procedures; makes revisions as necessary.
Coordinates activities and services with those of other courts, County departments and governmental agencies to meet the needs of the Court.
Provides professional assistance to judges and serves as liaison to other County departments, agencies, the media and the public.
Ensures the accuracy of all court records and documents, provides for secure storage and appropriate access.
Directs the preparation and coordination of the multiple Justice court calendars; monitors and coordinates case processing to ensure the most effective and efficient handling of cases.
Manages court facilities including the upkeep and renovation of the court facility.
Provides for court security and ensures compliance with POST certification requirements.
Confers with court judges regarding laws, policies and administrative programs and procedures.
Researches and interprets new legislation affecting the Court.
Responsible for assuring compliance with Justice court rules of civil procedure, ethical rules of conduct, and that minimum accounting standards are being practiced.
Conducts studies, analyzes information, evaluates alternatives and makes recommendations; prepares narrative and written reports of findings.
Oversees or provides for the selection, training, professional development and discipline of staff; evaluates and/or reviews employee performance evaluation; handles grievances and other personnel actions.
Researches operational and administrative problems, evaluates alternatives, recommends solutions, and implements adopted changes.
Supervises the processing of all forms, documents and payments.
Oversees the maintenance of accurate records, including the automation of the calendaring and record keeping systems; maintains accurate financial records; directs the preparation of and prepares a variety of statistical and narrative reports for local use or submission to various agencies.
Responsible for scheduling, assuring appropriate coverage in the courtrooms and lobby areas at all times.
Answers inquiries, provides information and resolves complaints from the public or employees regarding assigned functions and activities, which often requires the use of judgment and the interpretation of policies, rules and procedures.
Responsible for development, administration, and maintenance of the Court's annual operating and capital budget.
Develops and implements the Court's Strategic Plan.
Coordinates information technology activity with appropriate County support staff, other courts, and the State; develops court related business rules, requirements and performance standards pertaining to information technology application and systems.
Responsible for the maintenance and retention of court records.
Represents the Justices and the Court at various meetings and other events; serve on various committees as representative of the Court; attends meetings held in off-site locations, necessitating occasional travel.
Contributes to the overall quality of the court's service provision by developing and coordinating work teams and by reviewing, recommending and implementing improved policies and procedures.
Coordinates, manages and/or performs various projects and other administrative activities with staff members and officers of other County departments, the legal community, and other state and local officials and staff.
May drive a motor vehicle or be required to arrange for appropriate transportation to and from other County locations in order to attend off-site meetings and visit other work sites.

PHYSICAL DEMANDS

Mobility to work in a typical office setting and use standard office equipment, vision to read printed materials and a computer screen, and hearing and speech to communicate in person or over the telephone. Accommodation may be made for some of these physical demands for otherwise qualified individuals who require and request such accommodation. May require occasional travel and evening and/or weekend hours.
