Essential Job Functions:

The Land Records Clerk is responsible for recording and maintaining Land Records and Miscellaneous Liens for Anne Arundel County Circuit Court. The incumbent is responsible for collection of revenue associated with the recording of Land Records. Good customer service skills and attention to detail are essential skills for this position.

Provides customer service for courts by examining, recording, scanning/numbering, indexing, verifying, and copying to process legal and recordable documents in person, through the mail and electronically, especially related to Land Records and other court related documents to maintain permanent record for public use. Refers to Annotated Code and Attorney General Opinions to determine validity and taxability of various instruments presented for recording. Accurately calculates and collects appropriate fees and taxes and reconciles cash register daily. Processes and images other court related documents such as, Federal Tax Liens, Notice of Liens, OCA's, Judgments, etc. through MDEC ? Odyssey Suite. Assists customers by providing information about Land Records/Miscellaneous Liens or Clerk?s Office procedures both in person and by telephone.

Provides customer service for courts by assisting and directing customers with all court related inquiries both in person and by telephone in a fast paced, highly interactive environment. Performs other duties as required.

Minimum Qualifications:

Education: High school diploma (or GED equivalent).

Experience: One (1) year of general clerical experience.

Note:

A Bachelor?s Degree may substitute the required work experience.

A Paralegal/Associates Degree or 60 college credits may substitute the required work experience.

A Paralegal Certificate may substitute the required work experience.

Knowledge:

Judicial policies, procedures, and forms.

Basic English and arithmetic to include, but not limited to, spelling, punctuation, addition, subtraction, multiplication, and division.

Office equipment including, but not limited to, computers, telephones, copiers, scanners, fax machines, etc.

Skill in:

Applying job-related terminology, codes, policies, procedures, rules, regulations, and laws.

Communicating information effectively.

Analyzing records, reports, and other business and financial documents noting details and facts pertinent to this assignment.

Ability to:

Use standard office and business equipment including, but not limited to, personal computers, word processing, spreadsheets, database software, copier, microfilm machine, register, scanner, fax machine, etc.

Operate special duplication equipment, typewriter, time/date document liber/folio, adding machine, numbering, and scanners.

Calculate figures and amounts such as discounts, interest, commissions, proportions, and percentages.

Communicate clearly, tactfully, and effectively with judges, the public, police agencies, attorneys, and other court officials and personnel, both verbally and in writing.

Interpret, apply, and follow a variety of written or verbal instructions.

Provide assistance, guidance, and direction to others in a polite and efficient manner.

Work within time constraints, meet fixed deadlines, and demonstrate good organizational skills.

Learn instrument codes and instrument-specific indexing procedures.

Examine legal property documents.

Physical Requirements:

Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.

Personal computer ? Most Land Records/License and Miscellaneous Lien functions are performed on a PC. Scanners ? Image Land Records and Miscellaneous Lien instruments. Calculator ? compute tax and fee calculations. RCS Cash Register System ? daily intake and balance of cash, checks and credit card sales. Copier/Fax machine ? make various copies and correspondence. Multi-line telephone ? communication. Language-line Interpreter telephone ? used to translate. Motor vehicle ? transportation to meetings on behalf of Clerk?s Office

Software and Computer Skills:

MDEC ? Odyssey ? jPortal ? Miscellaneous Lien case initiation and imaging. Microsoft Office- 365 ? daily functions. Outlook-SharePoint ? Email and calendar system. Revenue Collection System (RCS) ? collection and validation of funds. Hecon ? Debit/Credit system for copies. SDAT ? information retrieval for land records and licenses. MUNIS ? Anne Arundel County database for information retrieval . Maryland Judiciary Case Search ? Miscellaneous lien search. ELROI/Optix ? land record imaging and indexing. MDLandRec.net -Papervision ? PLATO ? instrument retrieval system. JIS ? Mainframe ? data retrieval
