Hal Hays Construction is a Southern California-based heavy civil general engineering contractor working across public works, railroad, and public utility sectors. We're growing across California and Arizona, and we're looking for a proven asphalt foreman to run production crews on traveling jobs.
The Role
This is a working foreman position. You'll run the crew, coordinate the day, communicate with the superintendent and owner reps — and when the job calls for it, you'll jump on the paver, roller, or skid steer and put the work down yourself. We need someone who's run real production days, not just patchwork.
When asphalt work slows down, you'll lead crews on other heavy civil scopes (grading, underground, concrete, etc.). This is a year-round position, not seasonal.
What You'll Do
- Plan and run full-production asphalt paving operations: mainline paving, parking lots, large-area mill and overlay, highway and roadway work
- Coordinate truck flow, plant communication, crew assignments, and daily production targets
- Operate the paver, roller, skid steer, or other equipment when needed to keep the job moving
- Read plans, manage yield and tonnage, hit grade and smoothness specs
- Lead a crew safely — daily huddles, JHAs, OSHA compliance, and on-the-spot coaching
- Communicate with project managers, superintendents, inspectors, and customers
- Transition into running other heavy civil scopes during non-paving periods
Qualifications:
- Minimum 10 years of hands-on asphalt paving experience
- Minimum 3 years as a paving foreman running production work
- Documented experience leading major production days — mainline paving, large commercial mats, highway/roadway projects (not exclusively trench patchback)
- Able to operate a paver, roller, and other supporting equipment proficiently
- Comfortable running mixed heavy civil crews when paving isn't the active scope
- Strong leadership and communication skills — bilingual English/Spanish is a plus
- Willing and able to travel 90% of the time, including extended overnight stays — this is not negotiable for the role
- Walking/Standing/Bending for long periods of time
- Perform strenuous physical labor in outdoor elements
- Ability to lift heavy objects 50+ lbs.
- Valid driver's license with a clean record
- Required to pass pre-employment drug test/background check (This role is subject to federal testing requirements, which requires testing for cannabis despite state law)
- Candidates must pass a post-offer physical examination to ensure they can perform the essential physical functions of the job

Physical Demands - A qualified individual must be able to perform these essential functions with or without reasonable accommodation:
- Sitting and/or standing/walking for long periods on uneven ground
- Must be able to lift and carry 50 pounds regularly and up to 75 pounds occasionally
- Twisting, reaching overhead, pulling, pushing
- Ability to work at heights (e.g., on ladders, scaffolding) and in confined spaces (such as trenches or manholes) as required by the project
- Use hands to handle tools and heavy equipment, and reach with arms.
- Specific vision abilities required include close vision (for reading plans/computer screens), distance vision, and depth perception.

Work Environment
- This role is outdoors on active construction sites. The employee could be exposed to weather conditions such as heat, cold, and rain, and will work near heavy machinery and moving vehicles
- The noise level on site is often loud, and the environment may involve dust and fumes. Appropriate PPE (hard hat, safety vest, hearing protection, etc.) is required at all times.
- Work may occasionally be at heights or in confined spaces
- The employee is required to follow all safety policies and procedures and to actively participate in safety trainings and meetings. This position is classified as safety-sensitive
- Must be willing to work overtime or weekends when project deadlines require
