CIVIL ENGINEER

Anticipated Hiring Range based on qualifications: $65,097 - $75,493

About This Opportunity:
Performs intermediate advanced technical work reviewing site plans, preparing engineering designs and cost estimates for public works and public utilities projects, inspecting construction projects, managing stormwater utility accounts, preparing and maintaining engineering plans, records and files, preparing reports, and related work as apparent or assigned. Work is performed under the limited supervision of the Engineering Manager.

- Manages stormwater utility accounts.
- Creates GIS maps.
- Reviews private project site plans for compliance with Maryville codes, regulations and standards.
- Performs and analyzes stormwater modeling.
- Receives and responds to citizen drainage complaints.
- Provides technical information for compliance with stormwater quality requirements.
- Provides technical information for floodplain management.
- Inspects field construction projects and prepares reports on status of completion and work remaining.
- Designs stormwater projects for Public Works crews to implement.
- Inspects stormwater infrastructure.
- Maintains GIS stormwater infrastructure mapping.
- Collaborates with consultants hired by COM for engineering services providing technical information and reviews.
Knowledge, Skills, and Abilities:
- Thorough knowledge of the principles and practices of civil engineering as related to the preparation of plans and specifications in the area assigned.
- Thorough knowledge in the use of the equipment required for the position.
- Comprehensive knowledge of modern methods and techniques as applied to the design, construction and maintenance of public works and utility facilities.
- Comprehensive knowledge of land and engineering survey systems, methods and techniques.
- Comprehensive knowledge in preparing reports and other types of correspondence.
- Comprehensive knowledge in the use of standard office equipment and associated software (e.g., utility billing, Hydraulic/Hydrology, GIS and Engineering software).
- Ability to express ideas clearly and concisely, orally and in writing.
- Ability to make arithmetic computations.
- Ability to compute rates, ratios and percentages. Ability to understand and apply typical engineering formulas and calculations.
- Ability to establish and maintain effective working relationships with City officials, employees, contractors, State and Federal officials and the general public.
- Thorough knowledge of City and Department policies and procedures.
Education and Experience:
- Bachelor's degree with coursework in civil engineering, or related field and
- moderate experience in civil engineering in a municipal or construction setting, or equivalent combination of education and experience.
Special Requirements:
- Possession of Engineering Intern certification upon hire.
- Obtain Professional Engineering license when eligible.
- Possession of an appropriate driver's license valid in the State of Tennessee.
Physical Requirements:
- Work requires the regular exertion of up to 25 pounds of force.
- Requires frequent speaking, hearing, and use of hands and finger dexterity and ability to handle or feel objects.
- Frequent standing, walking, sitting, and repetitive motion; occasional stooping, kneeling, crouching or crawling, and reaching with hands and arms.
- Occasional pushing, pulling, and lifting activities.
- Requires close vision, distance vision, depth perception, color perception, and the ability to adjust focus.
- Vocal communication is required to express or exchange ideas effectively through spoken word.
