This is a full-time position (40 hours per week) responsible to complete work on the Asotin County Regional Stormwater system to meet Phase II Stormwater Permit requirements in the urban area of Asotin County, Clarkston, and Asotin. Duties include maintenance, repair and inspections of the stormwater system, and construction work involving, on a continuing basis, the safe, efficient, and highly skilled operation of stormwater system maintenance equipment and the performance of manual labor. The work of this class is distinguished by the higher skill level necessary to perform the more difficult operations for which the equipment is used, and/or significantly increased responsibility for the safety of employees working near or in conjunction with assigned equipment.
Work requires employee to exercise considerable initiative and independent judgment in the performance and completion of assignments. This classification is characterized by the highly skilled operation, on a continuing basis, of the following equipment: street sweeper, Vactor truck, bulldozers, backhoe, loaders, truck-trailer combinations, leaf blower, and digital video inspection equipment.
Work is normally performed outdoors within established right of ways of active roadways and alleys, and in the cab of assigned equipment or outdoors in all weather conditions.
Work is performed under the supervision of the Stormwater Program Coordinator, who reviews work intermittently during performance and upon completion for conformance with established procedures and standards.
EXAMPLES OF DUTIES: (including but not limited to):
- Operate a street sweeper to sweep streets, alleys, municipal parking lots and other municipally owned property necessary to meet Stormwater Permit requirements.
- Operate a vactor truck to clean catch basins, drywells and other stormwater facilities.
- Operate high pressure water jet pipe cleaning equipment to clean underground utility pipes.
- Operate digital video pipe inspection system, computer mapping equipment, and associated computer hardware/software.
- Perform minor construction and repairs to set new stormwater catch basins and pipes or to make repairs using backhoes, loaders, and dump trucks.
- Operate a backhoe to clean culverts, ditches, etc.
- Load and move gravel, rock, dirt, and other materials; loads materials on double and single-axle trucks.
- Assist mechanic in the completion of repairs as required.
- Perform a variety of manual road and stormwater maintenance and construction assignments.
- Maintain records of activities and complete reports necessary to comply with Stormwater Permit requirements.
- Follow operational practices to meet Stormwater Permit requirements.
KNOWLEDGE, SKILLS & ABILITIES:
- Knowledge of the care, maintenance and safe operation of assigned equipment.
- Knowledge of the occupational hazards and safety precautions applicable to the work.
- Ability to operate equipment with a high level of skill; operate equipment safely, and in conformance with applicable laws, procedures, and standards.
- Ability to detect needed repairs and to make necessary adjustments and minor repairs to equipment.
- Ability to establish and maintain effective working relationships with other employees and the public.
- Ability to understand and carry out written and oral instructions, and to work independently in the performance of regular working duties.
- Ability to operate computerized hardware and software programs.
ESSENTIAL FUNCTIONS:
Ability to read, write, speak, and comprehend the English language. Ability to work in all seasonal temperatures as needed. Ability to work “4/10” work shift.
Physical abilities required: standing, walking, sitting for extended periods of time; reaching, bending, stooping, kneeling, squatting, twisting, pulling, fingering; Ability to lift and carry 50 pounds. Must become Certified Erosion Sediment Control Lead within one year.
EXPERIENCE, EDUCATION AND TRAINING:
Experience in operation of combination Vactor/jetting equipment. A minimum of one year of experience at a level equivalent to Truck Driver. Must demonstrate ability to operate a minimum of three equipment types in this class proficiently before advancing to higher pay grade.
OR
Substituting on a month-for-month basis, any combination of experience, education and training which would provide the level of knowledge and ability required.
MANDATORY QUALIFICATIONS:
- Must possess a high school diploma or equivalent.
- Must possess a valid driver’s license with a Class A combination endorsement.
- Must have upon hire, or within 6 months of employment, a flagging certification card.
- Must be able to effectively and safely utilize two-way communication devices, including but not limited to two way radios and cellular telephones; in various working environments, including within vehicles as well as outside in inclement weather and loud environments.
- Prior to employment, employee must clear a criminal background check and a pre-employment drug screening.
- This position is subject to the Department of Transportation random drug testing.
