Full Job Description

Position Overview

The Migrant Data Clerk plays a vital role in supporting students and families served through the Title I, Part C Migrant Education Program and the McKinney-Vento Homeless Assistance Act. This position is responsible for identifying eligible students, coordinating enrollment, maintaining accurate program data, and connecting families with educational and community resources that remove barriers to student success.

Working collaboratively with district staff, families, and community agencies, the Migrant Data Clerk serves as an advocate for highly mobile and homeless students while ensuring compliance with all applicable federal, state, and district regulations.

Key Responsibilities

Student Identification & Enrollment

Identify students who qualify for the Migrant Education Program and McKinney-Vento services through enrollment procedures, residency questionnaires, referrals, interviews, and community outreach.
Conduct intake interviews with students and families to determine program eligibility and identify educational, social, and basic needs.
Facilitate immediate enrollment for eligible students in accordance with federal and state requirements.
Assist families with enrollment forms, residency documentation, records requests, and district registration procedures.
Monitor student mobility, housing status, and enrollment throughout the school year to ensure continued eligibility and services.

Student & Family Support

Serve as a liaison between students, families, schools, and community agencies.
Conduct home visits, shelter visits, and community outreach activities as appropriate.
Connect families with available resources including school supplies, transportation assistance, clothing, food, hygiene products, and other community services.
Coordinate transportation for eligible students in accordance with McKinney-Vento requirements.
Assist students and families in overcoming barriers that impact school attendance, participation, and academic success.
Advocate for equitable educational opportunities and student success.

Data Management & Compliance

Maintain accurate student records in district information systems and required state and federal databases.
Track enrollment, attendance, mobility, housing status, withdrawals, and program participation.
Prepare documentation required for state and federal reporting, audits, and compliance monitoring.
Ensure compliance with Title I, Part C, the McKinney-Vento Homeless Assistance Act, FERPA, and district policies.
Assist with data collection, recordkeeping, and required federal program reports.

Collaboration & Communication

Collaborate with administrators, counselors, social workers, nurses, teachers, transportation staff, and community agencies to coordinate services.
Communicate regularly with families regarding district programs, educational opportunities, and available resources.
Provide translation and interpretation services for families with limited English proficiency when appropriate.
Participate in student support meetings, professional learning, and interagency collaboration.
Support parent engagement activities and other federal program initiatives.

Administrative Responsibilities

Maintain organized files, documentation, and confidential program records.
Prepare reports, correspondence, presentations, and required documentation.
Coordinate meetings, appointments, and outreach activities.
Utilize Microsoft Office, Google Workspace, student information systems, and other district technology to support program operations.
Perform additional duties as assigned.

Qualifications

Required Qualifications

High school diploma or GED.
Valid Kansas driver's license.
Strong organizational, communication, and interpersonal skills.
Ability to maintain confidentiality and exercise sound judgment.
Proficiency with Microsoft Office Suite, Google Workspace, and data management systems.
Ability to manage multiple priorities while meeting deadlines.
Ability to work independently and collaboratively within a team.

Preferred Qualifications

Associate's degree in Education, Social Work, Human Services, or a related field.
One to two years of experience in education, social services, family services, or a related field.
Experience working with migrant families, multilingual learners, or families experiencing homelessness.
Bilingual proficiency in English and Spanish is highly preferred.
Interpreter training or bilingual certification is preferred.

Terms of Employment

Full-Time, Hourly Position.
FLSA Status: Non-Exempt.
Work Schedule: As determined by the Board of Education.
Reports To: Executive Assistant to the Superintendent.
Evaluation: Performance will be evaluated in accordance with Board of Education policy and district evaluation procedures.

Program Support & Responsibilities

School Year Responsibilities

Identify and enroll eligible migrant and homeless students.
Maintain accurate student records and required documentation.
Coordinate services with district departments and community agencies.
Conduct family outreach, home visits, and resource coordination.
Assist with federal reporting, compliance activities, and audits.
Support parent engagement events and district initiatives.
Advocate for students and families to ensure equitable access to educational opportunities.

Non-Student Contact Days

Update student records and program databases.
Prepare state and federal reports.
Organize program files and compliance documentation.
Plan outreach activities and coordinate with community partners.
Assist with federal program planning and administrative responsibilities.

Professional Responsibilities

Attend required district meetings, trainings, conferences, and professional development.
Maintain current knowledge of Title I, Part C, McKinney-Vento, FERPA, and other applicable regulations.
Demonstrate professionalism, cultural responsiveness, and ethical conduct in all interactions.
Build positive relationships with students, families, staff, and community partners.
Support district goals, strategic initiatives, and federal program objectives.
Perform additional duties as assigned.

Physical Requirements / Environmental Conditions

Ability to sit, stand, walk, bend, stoop, and move throughout district buildings and community locations.
Frequent use of computers, telephones, and other office equipment.
Ability to lift and carry office materials or student resources weighing up to 25 pounds.
Frequent travel between schools, homes, shelters, and community agencies.
Work is performed in office, school, and community settings while maintaining confidentiality and responding with professionalism to the needs of students and families.
