Full Job Description

Position Summary

The Senior Medical Director for Behavioral Health Services is a full-time leadership role providing clinical oversight and strategic direction across both inpatient and outpatient behavioral health programs. This role involves a minimum of 24 hours per week in direct patient care, addressing various psychiatric needs, including general adult and adolescent psychiatry, substance use disorders, medication-assisted treatments, and other behavioral conditions.

Education

· Medical Doctor (MD) or Doctor of Osteopathy (DO) degree from an accredited medical school.

Licenses and Certifications

· Board Certification in Psychiatry or related field (required).

· Active, unrestricted medical license in the State of Hawai’i

· Current DEA registration

· BLS and ACLS certification

· Additional certifications or training in addiction medicine, clinical leadership, or public health is a plus.

· Completion of continuing education in practicing rural medicine

Experience, Skills and Competencies

· Clinical experience in behavioral health or psychiatry with experience in leadership or supervisory role.

· Demonstrated experience in program development, quality improvement, and clinical oversight.

· Strong leadership, communication, and interpersonal skills.

· Expertise in behavioral health treatment modalities, mental health, and substance use disorders.

· In-depth knowledge of regulatory standards, clinical guidelines, and accreditation processes.

· Ability to collaborate effectively with a multidisciplinary team.

· Proficient in electronic health record (EHR) systems and clinical documentation.

· Excellent bedside manner

· Flexibility to work irregular hours and ability to stand for long periods of time and have limited periods of rest

· Require to travel to multiple sites as required

Duties and Responsibilities

Clinical Responsibilities:

· Deliver direct psychiatric care for a minimum of 24 hours weekly.

· Provide psychiatric evaluation and treatment in settings covering general psychiatry, adolescent psychiatry, and substance abuse.

· Prescribe and manage treatments, including Suboxone for opioid addiction, adhering to best practices in medication-assisted treatments.

Administrative and Leadership Duties:

· Oversee the 9-unit inpatient behavioral health unit, including supervising the inpatient Medical Director and clinical staff. Ensure collaboration with external staffing providers for adequate coverage and high-quality patient care.

· Manage outpatient behavioral health services, including supervising a psychiatrist, a multidisciplinary team of therapists, licensed social workers, family marriage counselors, and certified substance abuse counselors, ensuring seamless integration of services.

· Implement and monitor program policies, clinical guidelines, and quality assurance standards across both inpatient and outpatient settings to align with state, federal and accrediting bodies’ standards.

Program Development and Quality Improvement:

· Lead efforts to obtain and maintain accreditation for the intensive Outpatient Program (IOP), ensuring compliance with regulatory requirements.

· Develop, assess, and refine behavioral health programs to support patient outcomes and operational efficiency.

· Oversee budget planning and resource allocation to optimize financial and operational performance of behavioral health services.

Community Engagement and External Relations:

· Act as the primary liaison with community partners, health systems, and external providers to promote awareness of behavioral health services and foster collaborative relationships.

· Represent HHSC behavioral health services at community events, ensuring the program’s responsiveness to community needs and alignment with public health initiatives.

Reporting Structure: This role reports directly to the Regional Chief Medical Officer, with a dotted line to the Chief Executive Officer.

The Senior Medical Director collaborates closely with other leadership to align behavioral health goals with broader health system objectives.

This role requires a strategic, compassionate leader who is skilled in clinical psychiatry, program management, and community relations to advance behavioral health services effectively.

This position will report to the Regional Chief Medical Officer or designee
