JOB DUTIES: This position is regional, located within the Materials Management department of the Hawai’i Health Systems Corporation (HHSC) Kaua’i Region, a public benefit corporation of the State of Hawai’i. The HHSC Kaua’i Region includes Kaua’i Veterans Memorial Hospital (KVMH) and Samuel Mahelona Memorial Hospital (SMMH), both designated as critical access hospitals (CAH), as well as the Kaua’i Region Clinics and its affiliated entities.
The Materials Management department is integral to the efficient procurement and management of goods and services essential for organizational operations. This department implements and directs the region’s procurement policies and procedures to control the purchasing or leasing of all goods and services from outside sources. It is responsible for purchasing, negotiating, and reviewing all arrangements with external suppliers, ensuring compliance with regulatory standards and internal policies. Additionally, the department manages products in general use by establishing criteria for acceptability, cataloging, administering new product reviews, and standardization. It collaborates with administration to ensure adequate processing and maintenance of reusable products while also purchasing and distributing supplies and equipment in a timely manner throughout the region. Furthermore, the department assists with the region’s contracts and the general processing and maintenance of Capital Improvement Projects (CPI), leveraging data analytics and market research to enhance supply chain efficiency and contribute to the overall financial health of the organization.
As an advanced trainee, the Procurement & Supply Specialist II oversees and manages the procurement of both stock and non-stock goods and services. This role involves assisting with the region’s contracts and Capital Improvement Projects (CPI) to ensure compliance with Regional, Hospital, State, and Federal regulations, as well as accreditation standards and requirements. Additionally, the Specialist undertakes other related duties as assigned.
This position may necessitate working extended hours, including weekends and holidays, to fulfill operational requirements. As the role involves operating in offices, warehouses, and both large and small storerooms, daily travel to various facilities within the region is required as directed.
This position reports to the Materials Management Specialist V (Regional Materials Management Manager), position number 59877, or their designee.
THE MINIMUM QUALIFICATION REQUIREMENTS ARE: Applicants must meet all of the following requirements. Please note that unless specifically indicated, the required education and experiences may not be gained concurrently. In addition, qualifying work experiences are based on a 40-hour work week. Applicants are required to provide evidence of education, licensures, certifications, etc.
EDUCATION: Graduation from an accredited four (4) year college or university with a bachelor's degree. Excess work experience as described under the Specialized Experience, below, or any other progressively responsible administrative, professional or analytical work experience which provided knowledge, skills and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree may be substituted on a year-for-year basis. To be acceptable, the experience must have been of such scope, level and quality as to assure the possession of comparable knowledge, skills and abilities. The education or experience background must also demonstrate the ability to write clear and comprehensive reports and other documents; read and interpret complex written material; and solve complex problems logically and systematically.
SPECIALIZED EXPERIENCE: One-half (½) year of progressively responsible work experience in purchasing which involved working with users and vendors to identify, clarify, and specify requirements for products, materials, equipment or services to:
Develop specifications for formal bids and/or update existing specifications to ensure their currency and applicability. This experience must have demonstrated knowledge of documentation requirements for formal purchases (e.g., standard bonding requirements, severability, special provisions, etc.), an understanding and use of common purchasing resources (e.g., manufacturers' catalogs, buyers' guides, etc.) and purchasing methods and practices; ORConduct research and studies on products, etc., such as life cycle or in-use cost studies; testing, evaluating and reporting on alternative products, and/or comparable studies in order to make purchasing recommendations to management. This experience must have involved identifying and gathering pertinent data, analyzing and evaluating data gathered, considering alternatives and their implications, and recommending alternatives for action.
SUPERVISORY EXPERIENCE: None required.
CERTIFICATION: None required.
LICENSURE: A current State of Hawai’i driver’s license Type #3 with a clean traffic abstract is required.
DESIRED SKILLS:
Knowledge of: Basic procurement and supply principles, methods and practices; applicable Federal, State and local laws, regulations and standards; reference material and other informational data required in the execution of assignments; preparation of specifications, requisitions, advertisements of bids and formal contract. Certain positions may require basic knowledge of supervisory principles and practices.Ability to: Learn to plan, schedule, and organize procurement activities; secure necessary information to provide adequate specifications; encourage wide competition in bidding; initiate and maintain effective relationships with representatives of other governmental agencies, subject-matter specialists, contractors, vendors, and others; learn and apply principles, procedures, techniques, and practices of inventory management and property control, as well as office and storekeeping practices and procedures; and prepare clear, comprehensive reports, records, and correspondence.
