POSITION SUMMARY

The Harnett County Department of Social Services is currently recruiting for an Income Maintenance III Lead Worker and Income Maintenance Caseworker III QA Trainer in the Food and Nutrition Unit. The primary purpose of the position is to provide food assistance for the needy within the county by determining eligibility for participation in the program, monitoring continual compliance, and responding to client and staff requests. This position includes lead worker duties such as second partying cases, answering staff policy questions and supporting the supervisor.
This position carries administrative and supervisory responsibilities for the Food and Nutrition Program and involves continuous planning due to changing program requirements and additional staff requirements. The Food and Nutrition Team Lead in Harnett County assist in supervising IMC I and IMC II. Employees serve during natural emergencies in County Emergency Management Shelter as needed and assigned.

DUTIES AND RESPONSIBILITIES

Responsibilities and Duties:

Have a basic knowledge of human service agency functions, community resources, good communication skills with customers and co-workers to facilitate good exchange of information. The worker should possess good computational and writing skills for calculating assistance eligibility. Good judgement and listening skills are necessary for interpreting policy and making decisions when policy is unclear. This position is also responsible for lead worker duties to include second partying cases, answering staff policy questions and supporting the supervisor.

Planning (10% of the time) - Employees plan the short and some long-range work operations, priorities, and goals within the unit and/or sub-units supervised.
Organizing and Directing (15% of the time) - Employees assign and balance workloads within the unit and/or sub-units and coordinate overall workflow. Work requires employees to develop procedures and to assist with minor organizational changes and recommend other changes to improve efficiency.
Training (20% of the time)- Employees provide on-the-job training as well as some training needs assessment and arrange for employees to attend workshops and other job related training.
Setting Work Standards (15% of the time)- Employees are responsible for ensuring that staff adhere to Federal and State standards with regard to the quality of work required in processing income maintenance cases. Employees have input and impact on setting internal agency standards for those income maintenance programs under their supervision.
Reviewing Work (30% of the time) - Employees may be responsible for conducting second party reviews through the random sampling and evaluation of ongoing cases processed by their staff. Employees use quality assurance reports, State error printouts, and evaluate the overall performance of staff assigned to their unit.
Counseling and Disciplining (5% of the time) - Employees assist in counseling staff regarding performance and grievance policies and may have the authority to assist in issuing oral and/or written warnings. Employees make recommendations on dismissals to a higher level supervisor.
Performing Other Personnel Functions (5% of the time)- Employees are responsible for evaluating staff performance and making recommendations to a higher level supervisor on merit raises, reassignments, and salary adjustments. Employees may interview applicants, usually with higher level management.

MINIMUM QUALIFICATIONS

Knowledge, Skills, and Abilities:

Thorough knowledge of income maintenance program assigned. Considerable knowledge of all agency and community programs and services which could affect the client/applicant. General knowledge of all income maintenance programs. Good mathematical reasoning and computational skills. Ability to read, analyze, and interpret a variety of regulations, policies and procedure of varying complexity. Ability to work independently and prioritize work. Ability to instruct arid evaluate the work of lower level employees. Ability to train employees in new and existing rules, regulations, policies and procedures. Ability to understand the needs and problems of clients/applicants. Ability to perform caseworker function under and within structured time frames.

Education/Certification:

Two years of experience as an Income Maintenance Caseworker; or an equivalent combination of training and experience.

SUPPLEMENTAL INFORMATION

Work Environment/Location/Physical Demands:

Employees are responsible for assisting supervisors with the work of income maintenance caseworkers involved in the intake, processing, and review functions in any of the income maintenance programs. The objectives of the income maintenance programs are generally stable, however, there are shifting emphases with regard to how cases are processed due to the continual changes in rules, regulations, policies, and procedures in the administration of the income maintenance programs. Employees are responsible for a staff of approximately 5 – 15 employees.
