What you will be doing:
The Safety and Risk Manager performs comprehensive professional, technical, and administrative work in the management and leadership of safety and risk activities of the Town, limiting the Town’s risk exposure and ensuring that employees are working as safely as possible.
This person will operate in a player/coach capacity while supervising the Safety Specialist and serving as a town-wide strategic advisor to supervisors and managers. This position reports to the Human Resources Director with general guidance on policy and strategic priorities to ensure coordination of objectives.

Manages the Town's overall safety and risk management program

Supervises the work of, and provides direction, feedback, and coaching to, the Safety Specialist

Manages and administers property, auto, liability, and workers compensation insurance programs, coverages, and claims
-
Ensures claims are properly reported, investigated and managed while pushing for timely, thorough, and cost-effective resolution

Adheres to regulatory requirements and uses town accident and injury data and trend analysis to determine appropriate preventative measures, education opportunities, and target audiences

Develops and delivers educational and training programs and other employee engagement opportunities

Evaluates programs for effectiveness and facilitates changes and/or additions to the programs that reflect the changing needs of the Town

Develops and maintains a system for timely and accurate reporting, including a monthly dashboard of important and relevant metrics to track trends and progress toward goals and objectives

Develops Town-wide written safety and risk management policies; monitors implementation and enforcement; provides guidance and feedback to department leaders

Ensures compliance with related local, state, and federal regulations

Inspects town facilities, properties, and worksites; recommends corrective actions

Reviews insurance coverages; recommends appropriate providers and coverage to meet Town needs

Oversees driver training and licensing programs for drivers of Town vehicles

Maintains inventory of Town assets, including covered property and vehicles

Completes insurance renewal application and leads renewal negotiations

Ensures timely, accurate completion of annual workers compensation audit and annual OSHA reporting requirements; maintains required workplace accident and injury records in compliance with OSHA requirements and NC records retention requirement

Plans, develops, organizes, and implements the Town’s safety program using input, collaboration, and assistance from internal and external subject matter experts

Leverages relationships with insurance partners and other stakeholders

Conducts workplace walk-throughs; identifies and follows through on corrective actions

Manages the Town’s drug test policy, procedures, and vendor relationships; ensures compliance with drug testing requirements for DOT and safety sensitive positions

Oversees safety and risk control related contracts; approves invoices

Serves as Chair of the Employee Safety Committee; schedules and leads bimonthly meetings

Maintains accurate driver's license data and manages FMCSA Clearinghouse pre-employment and annual queries

Serves as the model of workplace safety and works to promote a culture of workplace safety

What would set you apart (preferred qualifications):
- Industrial Safety, Safety or Risk Management, Business Management, or other related degree field

Five (5) years of progressively responsible experience in insurance; specifically liability, claims, contracts, insurance, safety administration and/or risk management

Demonstrated experience designing and implementing workplace safety programs with positive impacts in lost work time, claims costs, and workers compensation modification rating

Completion of OSHA 30-hour training for General Industry

Certified Safety Professional (CSP)
-
Manager of Environmental, Safety, and Health (MESH) Certification Program
Special Requirements:
May be required to work some evening or weekend hours if a situation emerges outside of traditional town operating hours of Monday-Friday, 8 am to 5 pm.
