To build our growing team, we seek a highly motivated and skilled Senior Analyst (Grants). The Senior Analyst (Grants) plays a critical role in CTC’s success by contributing subject matter expertise and consulting support to CTC’s engagements. Reporting to the Vice President, Grants, you will: work closely with a cross-functional team of CTC experts to deliver consulting services; advise on grants, monitoring, and compliance topics; support the monitoring and oversight of grant programs, including the evaluation of payment requests and review of financial and programmatic compliance documentation; ensure the high-quality delivery of our work; and promote client satisfaction, while contributing to the successful implementation of broadband grant programs.

Desired Expertise and Skills:
The following experience matters to us for this position:
- Minimum of three years of consulting or grants management experience, demonstrating a proven ability to support client relationships, deliver high-quality work, and navigate complex business challenges
- Practical experience applying 2 CFR 200 and the principles of allowable, allocable, reasonable, and necessary costs associated with state and federal grant programs
- Demonstrable experience supporting grant programs, including: assessing detailed grant budgets and supporting narratives; supporting standard grant monitoring activities like desk reviews, site visits, and field inspections; evaluating grant programmatic and financial reports; evaluating payment requests and supporting documentation and making applicable recommendations for payment processing or curing; reporting grant status and issues to management; and curing exceptions or deficiencies in grantee deliverables

The Senior Analyst (Grants) is responsible for the following tasks:
- Work closely with cross-functional CTC and client teams to support grant program implementation and execution
- Participate in frequent meetings with clients, taking the lead on topics associated with the programmatic and financial aspects of grant program management, monitoring, oversight, and administration
- Assist in CTC’s management of client and grantee relationships, by: serving as a point of contact for grants-related issues throughout our engagements; building trust and mutual respect; ensuring CTC preparation, responsiveness and on-time delivery; promoting Quality Assurance / Quality Control in all deliverables and work product; and manage the delivery of tasks, timelines, and scope while keeping the CTC team on the same page
- Manage a variety of programmatic and financial interactions with grantees, using Standard Operating Procedures (SOPs) and templates agreed between CTC and its clients, on topics that include:
- Budget, scope, or other modification requests
- Grant oversight and monitoring activities like desk reviews, site visits, and field inspections
- Programmatic and financial reporting
- Reimbursement and payment requests, including reviews of supporting documentation and program standards
- Define, document, and support efforts to cure exceptions or deficiencies in grantee deliverables
- Ensure that CTC meets its obligations to clients by:
- Completing activities in a timely manner
- Supporting and overseeing CTC staff analysts as they perform assigned grant program management, monitoring, oversight, and administration activities
- Communicate regularly with other CTC teams as needed for support, technical recommendations, and other analyses
- Conduct thorough QA/QC activities on your work and that of any staff analysts you may oversee
- Escalate “unique situations”, potential delays, or significant issues to leadership, following established protocols
- Act as a subject matter expert on grant program management, monitoring, oversight, and administration activities in support of clients, grantees, and other CTC staff members
- Conduct grant-related research where needed, appropriately citing program and administrative requirements that support any resulting conclusions and recommendations
- Support requests for clarification, explanation, and technical assistance from clients, grantees, and other CTC staff members
- Provide a positive impact to CTC beyond the scope of the engagement by contributing to our collective knowledge and supporting efforts to define, document, and improve our workflows, frameworks, SOPs, and internal communications
- Leverage or develop CTC tools for time management, project management, and task tracking to ensure that tasks are documented, work is assigned, tasks are completed, and client-specific deadlines are satisfied
