Job Title: Human Resources Generalist
Department: Human Resources/Administration Dept.
Reports To: Chief People Officer
FLSA Status: Non-Exempt
Position Summary: The Human Resources Generalist supports the daily operations of the Human Resources Department, that serves the needs of a mission-driven community mental health organization. This role serves as a trusted resource for staff and leadership while ensuring compliance with California and federal employment laws. The HR Generalist is responsible for administering HR programs including employee relations, benefits and leave administration, compliance and HR record keeping, administration and maintenance of HR system and assist the HR. Specialist with the recruitment and onboarding process, while a strong emphasis on equity, inclusion, and organizational values. The position requires a strong working knowledge of California employment laws and regulations and a high level of confidentiality, professionalism, and customer service.
Essential Duties and Responsibilities
Recruitment, Hiring & Onboarding
- Support the Human Resource Specialist full-cycle recruitment, including but not limited to job postings, screening, interviewing scheduling, background checks, hiring, county credentialing and reference checks in compliance with California and federal law.
- Assist in the preparation of offer letters, on-boarding documentation, new hire orientation credentialing of staff and the enrollment of required training.
Employee Relations & Workplace Support
- Serve as a primary point of contact for employee inquiries regarding policies, procedures, benefits, absences and workplace concerns
- Assist in addressing employee relations issues including policy interpretation, employee complaints, and escalating matters as appropriate
- At the direction of the CPO support with the conflict resolution, investigations, review of corrective action, performance improvement plans, performance concerns, attendance and documentation
- Promote a respectful, trauma-informed, and inclusive work environment
Benefits & Leave Administration (California-Focused)
- Administer employee benefits programs including medical, dental, vision, retirement, and wellness offerings
- This includes enrollment, changes, terminations and employee questions and act as a liaison between employees, benefit vendors, and brokers, as applicable.
- Audit monthly invoice to ensure appropriate changes have been made to insurance carriers
- Process the reconciliation of monthly invoice as it relates to the health and welfare benefits
- Administer and track employee leaves in compliance with California and federal law, including:
- FMLA / CFRA
- Paid Sick Leave (Healthy Workplaces, Healthy Families Act)
- Pregnancy Disability Leave (PDL)
- Paid Family Leave (PFL – coordination only)
- ADA / FEHA accommodations
· Assist the Safety Coordinator with worker’s compensation claims, as it relates to leaves of absence and treatment.
- Educate employees and managers on leave rights and benefits
- Coordinate the interactive process and reasonable accommodations in compliance with FEHA and ADA.
Performance Management & Training
- Coordinate performance evaluation cycles and ensure timely completion
- Support managers with goal setting, coaching, and performance documentation
- Assist CPO in the development and facilitation of employee and supervisor trainings: including harassment prevention, workplace conduct, and HR compliance training required under California law.
- Support staff development and retention initiatives
HR Compliance & Recordkeeping
- Maintain accurate, confidential personnel files in compliance with California recordkeeping requirements
- Update credentialing dashboard to ensure agency’s medical providers have appropriate credential to maintain medical and Medicare compliance
· Ensure compliance with federal, state, and local employment laws and nonprofit regulations including but not limited to wage and hour laws, meal and rest periods, paid sick leave, CFRA/FMLA, pregnancy disability leave, workers’ compensation, and anti-harassment requirements.
- Assist with policy development and updates to ensure legal compliance and best practices
- Prepare HR reports and metrics to support leadership, audits, and funder or grant compliance, as needed.
- Ensure required labor law postings and notices are current
· Maintain and update employee handbooks, policies, and HR procedures to reflect legal and organizational changes.
· Work in conjunction with Safety Coordinator to ensure agency is following all state and federal safety regulations and guidelines.
HR Systems, Payroll & Administration
- Maintain HRIS data accuracy and generate reports as needed
- Coordinate with payroll to ensure proper wage, hour, and classification compliance
- Assist with timekeeping, overtime, and pay practice compliance under California law
- Construct correspondence, develop templates, and assist CPO with other administrative task as assigned.
- Respond to employment verifications and public agency request as appropriate
- Process employee garnishments through HRIS provider and provide employee with appropriate documentation.
Other Duties:
· Participate in HR projects and initiatives as assigned.
· Perform other related duties as required to support departmental operations.
Education And Qualifications
Education & Experience
- Bachelor’s degree in Human Resources, Business Administration, or related field (Preferred)
- Minimum of 3 years of Human Resources Generalist experience (Required)
- Experience working in a nonprofit, behavioral health, healthcare, or public sector environment (strongly preferred)
- Demonstrated experience and application of California employment laws and regulations (Required)
· Computer competency: 2 Year+ (Required)
· 3 years’ experience HRIS or related role (Required)-Paycom Preferred
· 1-2 years Credentialing (Preferred)
· 2-3 years’ experience working in Risk Management (Preferred)
Certifications (Preferred)
- SHRM-CP / SHRM-SCP or PHR / SPHR
- California-specific HR training or certification a plus

· Demonstrated consultation, problem solving and analytical skills
· Understanding of HR processes, HR database design, structure, functions, and experience with database tools and ability to apply that knowledge to recommend and develop business solutions
· Research skills necessary to understand regulatory requirements impacting HR systems
· System implementation experience
· Knowledge and experience authoring and maintaining reports
· Knowledge of business English including vocabulary, spelling, and correct grammatical usage and punctuation
· Mathematical skills to include the ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations

Pay: $32.00 - $33.00 per hour
