HUMAN RESOURCES MANAGER
THE OPPORTUNITY
The Human Resources Manager position presents an extraordinary career opportunity to join the Friant Water Authority, one of the most creative and innovative water agencies in the United States. The Human Resources Manager reports directly to the Chief Financial Officer (CFO) and assists in the development and administration of Human Resources related programs, policies, and procedures, and performs responsible administrative work in the areas of recruitment and selection, benefits, administration, classification, compensation, labor negotiations, employee relations, and training and development. In coordination with management plans, implements, and monitors safety programs, loss prevention, security policies, performs related risk management administrative and analytical duties, and performs other related tasks as required.
The Human Resources Manager position is an at-will position, meaning either the employee or FWA may terminate the employment relationship at any time, with or without cause and with or without advance notice.
WHAT IS FRIANT?
The Friant Water Authority (FWA) is a joint powers authority formed by its member public agencies under California law to operate and maintain the Friant-Kern Canal and to represent its members in federal and state policy and legislation development and operational decisions of the Central Valley Project that could affect the Friant Division’s water supply. FWA’s goal is to provide dependable, sustainable water from Millerton Lake to Friant Division contractors. The operations and maintenance headquarters for FWA is in Lindsay, California.

The ideal candidate will be a well-rounded human resources professional with strong organizational and analytical skills and significant experience in human resources management within a public organization. Strong written and verbal communication skills are crucial.

ESSENTIAL DUTIES & RESPONSIBILITIES
The ideal candidate will have a robust customer service ethic and the ability to establish and maintain positive and cooperative working relationships with FWA’s managers and employees. The duties listed below are illustrative only and are not meant to be a complete and exhaustive listing of all the duties and responsibilities of the classification:
- Performs professional activities related to recruitment, including selection of job candidates. Confers with managers and supervisors on related matters.
- Oversees the background and reference check process, schedules post-offer medical examinations. Leads employee orientation and on-boarding programs.
- Develops a range of assessment tools, evaluates results and prepares and maintains applicant lists and records.
- Coordinates medical examinations and the administration of drug and alcohol testing programs and policies.
- Handle employee complaints and disciplinary procedures, including employee separations, and provide recommendations relating to employee corrective action to management.
- Processes employee terminations including the conducting of exit interviews for departing employees.
- Manages and oversees pay and benefit processing and ensures accurate system implementation of pay and benefit changes, for the FWA’s various programs.
- Manages, plans, organizes, and coordinates the FWA’s Worker’s Compensation program(s) with third-party administrators, monitors claims and reviews case outcomes.
- Prepares salary and benefit system updates and changes on all related documents.
- Manages the administration of employee records, conducts classification and organizational studies, salary and benefit surveys, and conducts job audits.
- Organizes training and development assisting with the implementation, updating and tracking of the FWA’s safety programs, including compliance with Cal-OSHA/OSHA rules and regulations.
- Assists with the administration of FWA provided Pension Plan and 457(k) Deferred Compensation program(s).
- Serves as a liaison between management and employees; handling questions, interpreting benefits, administering benefit contracts and helping resolve work-related issues, and prepares reports for management-administration.
- Maintains audit-ready compliant personnel files.
- Processes employment requests.
- Assists with logistics and maintains calendar of required annual events, e.g., training day, year-end event, required governmental notices, open enrollment period, etc.
- Ensure compliance with federal, state, and local employment laws and regulations, staying current with updates and changes.
- Maintain and update employee records, ensuring the accuracy and confidentiality of all data
- Conduct regular audits of Human Resources processes and systems to identify areas for improvement and optimization.
- All public employees are disaster service workers subject to such disaster service activities as may be assigned to them by their superiors or by law.
- Perform other relevant duties as assigned.
EMPLOYMENT STANDARDS
Location:
- This position is based in Lindsay, CA. This position is on-site, remote work is not available.
Education and Experience:
FWA will consider combinations of experience and education that would provide the required knowledge and abilities as qualifying
- Bachelor’s Degree in human resources management, psychology, public administration, business administration, or a related field from an accredited college or university; and
- At least 5-years of job experience in human resources; public sector human resources experience preferred.
Licensing:
- Society for Human Resources Management (SHRM) certificate desirable, but not required

- Sit, stand, and walk the entire work shift as necessary
- Use hands or fingers, handle or feel objects, or control in repetitive motions
- Use a computer, a telephone, and operate office equipment

- Lifting/Carrying 10 lbs. – 25 lbs. – Occasional need
Work Environment
The Human Resources Manager will, for the most part, spend their work day at FWA offices. As is inherent with office environment, the individual in this role will work primarily in an office with controlled temperature conditions and exposure to environmental factors and hazardous physical substances are minimal and pose little to no risk of injury. Occasional travel in the San Joaquin Valley area to meetings will be required.
Salary and Benefits
This position is exempt from overtime law with expected annual salary range between $80,000 and $110,000.
