Senior Project Engineer / Senior Project Architect
Location: Stamford, CT with projects in New York City and greater metro tri-state area.

Cowley Engineering, P.C. is seeking a professional capable of managing projects from initial investigation through construction completion, while supporting junior staff and their projects to keep the work pipeline flowing. Responsibilities
Analysis
- Conduct site inspections and condition assessments of multi-story commercial and residential buildings, parking structures, and vaulted sidewalk structures
- Perform localized investigations to evaluate structural distress, material deterioration, and water infiltration issues
- Perform independent building code research (NY, NYC, CT)
- Develop investigative analyses to diagnose causes of failure and deterioration and provide comprehensive repair recommendations
- Perform and/or oversee alteration reviews to assess structural and building system impacts
- Conduct FISP (Facade Inspection Safety Program) and PIPS inspections (Periodic Inspection of Parking Structures, according to the NYC DOB), including hands-on field evaluations and coordination with QEWI/QPSI requirements
- Provide project oversight, staff mentorship and support work pipeline productivity
Design
- Lead the preparation of complete construction document packages, including drawings, technical specifications, and detailed scopes of work
- Develop repair details for façade systems, parking structures, vaults, and roof assemblies
- Review and coordinate CAD drawings and technical documents prepared by junior staff
- Confirm accuracy of calculations, drawings, and overall design intent
Client and Contractor Interface
- Serve as the primary point of responsibility for assigned projects from inception through completion
- Lead façade repair, parking structure repair, vault/sidewalk, and roof replacement projects
- Conduct site visits, including high-rise and scaffold accessed inspections
- Prepare and issue investigative reports, proposals, and engineering correspondence
- Prepare repair-related cost estimates, technical reports, and project schedules
- Manage and execute the full bidding process, including contractor walkthroughs, bid leveling, and coordination of best and final pricing
- Attend client and board meetings to present findings, recommendations, and project updates
- Perform alteration reviews, including review of architectural, structural, and MEP submissions for compliance with building requirements and applicable codes; prepare comment letters and coordinate with design teams for revisions
- Provide guidance and oversight to Project Engineers and Project Architects
- Prepare FISP and PIPS reports and upload filings to DOB NOW: Build (as applicable)
Document Management and Operations Support
- Prepare building permit applications to submit to NYC Department of Buildings, Dept of Transportation, Landmarks Preservation Commission, Dept of Environmental Protection, in support of expediting work
- Maintain and track project documentation, government filings, submissions, and regulatory requirements
Requirements
- Bachelor of Civil or Structural Engineering or Bachelor of Architecture (at a minimum)
- Licensed P.E. or R.A.
- In depth knowledge of NYC Department of Buildings (DOB) code
- 5+ years of experience focused on exterior wall inspection, design and repair; performing/supervising NYC FISP inspections (NYC Facade Inspection Safety Program)
- QEWI (Qualified Exterior Wall Inspector) certification preferred; or will be eligible for QEWI exam (within 1-2 yrs)
- Demonstrated experience leading façade repair, parking structure repair, vault/sidewalk, and roof replacement projects
- Experience with PIPS inspections
- Proven ability to independently prepare complete construction documents, including drawings, specifications, and bid packages
- Strong understanding of applicable building codes and regulatory requirements
- Excellent oral and written communication skills; engineering/business writing is essential
- Experience with DOB code research, filings, and compliance
- Experience mentoring/supporting junior staff preferred
- Working knowledge of Vectorworks (preferred) or AutoCAD, Microsoft Excel, Microsoft Word (Macintosh), and Outlook
- Ability to travel throughout the NYC metro area for site visits
- Eligible to work in the U.S. without visa sponsorship.
