Program Specialist - I
Reports to: Chief Executive Officer
Classification: Full-Time Exempt
Compensation: Salaried DOE between $63,899 – $96,960 annually; Bonus Eligible Employee.

Position Summary
Under minimal supervision and with extensive latitude for use of initiative and independent judgement, the Program Specialist is responsible for evaluating the effectiveness of programs and services, assessing impact, making recommendations based on findings, and presenting findings to stakeholders. This position is primarily concerned with researching, analyzing, and assessing various kinds of social services programs. The work of this position predominantly involves knowledge of evaluation types, statistical analysis, databases, spreadsheets, and data systems within the context of performance monitoring of federally funded community-based programs and activities. (e.g., mentoring, behavioral health, messaging campaigns, youth development programs and activities.) The ideal candidate will be knowledgeable in federal grant management, nonprofit, community-based organizations, public health, public education, and/or faith-based sectors.
Duties and Responsibilities
The Program Specialist is responsible for organizing data generated through routine project/program implementation. Additional responsibilities include gathering and preparation of data obtained, analyzed, and directed by our many clients and their stakeholders. The Program Specialist will utilize technical expertise to ensure accuracy and high-quality then analyze, design, and present data in a way that facilitates interpretation and assists internal and external decision-making processes including but not limited to:
· Coordinates, plans, develops, conducts, monitors, and analyzes evaluation/performance monitoring projects to include interpreting results, developing nonstandard tests, recommending technology-based solutions, or determining computational strategies; formulates and monitors long-range objectives, programs, and priorities; reviews, analyzes, and evaluates the impact of legislation, regulations, and policies affecting program implementation.
· Collaborates with the leadership, associates, clients, and stakeholders to coordinate formative and summative outcomes across initiatives. Facilitates discussions of project/program outcomes evaluation findings with key constituencies.
· Assists in formulating evaluation objectives and programs and determines the scope and methodologies of evaluation/performance monitoring projects and areas to be evaluated; provides consultation and technical advice on evaluation methods and techniques; works with stakeholders on the development of tools and interpretation of results.
· Develops policies and procedures used in conducting and administering performance monitoring and evaluation activities; develops quality assurance procedures and conducts quality assurance reviews on projects; develops, improves, or customizes products, equipment, formulas, processes, or analytical methods; develops data models and databases.
· Writes reports and prepares standards and specifications for processes; directs, coordinates, or advises client personnel in evaluation procedures.
· Coordinates the collection, compilation, and analyzing of performance data to include the use of statistical methods and relational databases to analyze data sets; prepares and provides presentations for professional organizations, governmental entities, and the public; communicates research results through conference presentations, scientific publications, or project reports.
· Provides consulting support to clients in their assessment efforts.
· May participate in proposal (grant) writing and may serve as Principal Investigator or Co-Principal Investigator.
· Complies with all federal, state, and local laws, and Magallan Consultancy policies.
· Identifying areas to increase efficiency and process automation.
· Identifying, evaluating, and implementing external services and tools to support data validation and cleansing.
· Analyzing, interpreting, and manipulating complex data sets.
· Producing and tracking key performance indicators.
· Analyzing and mining large datasets to draw valid inferences and presenting them successfully to management, clients, and their stakeholders.
· Monitoring and auditing data quality.
· Designing and carrying out surveys and analyzing survey data.
· Creating data dashboards, graphs, and visualizations.
· Setting up and maintaining automated data processes.
· Other duties may be assigned.
Qualifications and Skills
· Excellent written, verbal, presentation, and facilitation skills with groups of up to 100 participants.
· Knowledge of all Microsoft Office software and able to learn and use institutional software systems.
· Knowledge of data analysis, management, and visualization tools such as advanced skills in Excel, SPSS, Tableau, and SAS.
· Ability to train others in the methods of program evaluation, including design, data collection, data analysis, and reporting.
· Ability to engage with, listen to, and learn from a broad range of evaluation stakeholders, encouraging their meaningful participation.
· Knowledge of the distinctions between performance monitoring, evaluation, and research.
· Ability to identify limitations of one’s evaluation expertise and devise methods for acquiring additional evaluation knowledge when necessary.
· Commitment to ensuring that performance monitoring and evaluation activities are done in a culturally competent manner.
· Ability to work as part of an interdisciplinary team to plan and conduct evaluations.
· Ability to organize and summarize information in a clear and concise manner.
· Ability to understand the context of a program and how it affects program planning, implementation, outcomes, and evaluation.
· Ability or experience in the development and use of logic models to describe complex programs.
· Ability to provide leadership in a team setting, move members forward and build consensus.
· Skill in developing and articulating program goals and objectives in a structure supporting evaluation.
· Knowledge of various evaluation types (e.g., process, impact, outcome, formative, and summative).
· Knowledge of approaches for generating, revising, and prioritizing evaluation questions.
· Knowledge in the development of evaluation and data management plans.
· Ability to develop and test data collection instruments.
· Ability to identify and assess existing data sources for their potential use in program evaluation.
· Ability to gather data using qualitative and quantitative approaches such as interviews, group processes, participant observation, surveys, electronic data files, or other methods.
· Ability to manage databases, construct data files, conduct and supervise data entry, and perform data edits/cleaning.
· Knowledge of methods for protecting confidential data.
· Knowledge of appropriate quantitative and qualitative data analysis methods.
· Ability to conduct analyses using appropriate analytic tools/techniques for quantitative data (e.g., descriptive, and inferential analysis) and/or qualitative data (using content analysis and thematic clustering).
· Ability to develop criteria and standards reflective of the values held by key evaluation stakeholders.
· Experience with synthesizing information generated through monitoring and evaluation to produce findings that are clearly linked to the data collected.
· Skill in working with stakeholders to develop feasible recommendations.
· Ability to prepare and present evaluation results in a manner that increases the likelihood that they will be used and accepted by a diverse group of stakeholders.
· Ability to develop action plans and systems to facilitate and track implementation of evaluation findings and recommendations.
· Ability to work with stakeholders to present analyses, find common themes, and identify relevant and actionable findings from evaluations.
· Willingness to work with stakeholders to create and implement an action plan based on evaluation findings.
Educational Requirements
Master’s degree in psychology, sociology, public health/epidemiology, social science data analysis or closely related field and relevant work experience required.
Working Environment: 40 hours per week (Mondays through Fridays) on average with some evenings and weekends, flexible schedule to accommodate time zone differences, some overnight travel, able to lift 50 lbs., professional office environment, frequent video conferencing. THIS POSITION IS BASED IN VIRGINIA. Out-of-state candidates must be willing to relocate to Virginia prior to the start date.
Position will transition to in-person within 12 months of hire.
