Full Job Description

Francison Consulting, Inc. is seeking a Junior Maintenance and Operations (M&O) Project Manager to support the Los Angeles Unified School District (LAUSD) Facilities Services Division, Facilities Environmental Technical Unit (FETU). This position is responsible for assisting with the planning, coordination, processing, and expediting of projects related to the construction, modernization, installation, and repair of schools, administrative buildings, and other District facilities.

Essential Duties and Responsibilities

Assist in planning, coordinating, processing, and expediting projects related to the construction, modernization, installation, and repair of schools, administrative buildings, and other facilities.
Perform liaison duties among District Project Management Units, Maintenance and Operations Areas, Environmental Consultants, and Abatement Contractors involved in facilities construction, renovation, and repairs.
Review Requests for Assistance (RFAs) with Facilities Environmental Technical Unit (FETU) technical staff, determine scope of work, and review project drawings.
Perform initial funding line reviews and coordinate with Facilities Accounting staff for appropriate project funding. Prepare funding request packages.
Plan projects, track job progress, and report actual labor charges.
Request cost proposals from environmental consultants and review proposals to determine accuracy, rationality, and viability.
Work with technical personnel to estimate costs of asbestos abatement and lead abatement projects.
Initiate and execute Asbestos Abatement, Lead Remediation, A&B Contracts, Task Order Contracts, and Job Order Contracts (JOC).
Coordinate, plan, and assist in scheduling lead and asbestos abatement activities prior to demolition and renovation of school facilities, including temporary housing of students and school staff during these activities.
Review contractor submittals, daily logs, and certified payroll for invoice approval.
Review requests for changes in project scope and determine the merit and validity of change orders and cost increases.
Provide support to Facilities Environmental Technical Unit (FETU) technical staff during project closeout and certification efforts.
Prepare requests and justifications for bid processing and coordinate and monitor the contract award process.
Update Facilities Environmental Technical Unit (FETU) project tracking sheets to monitor project progress.
Attend Job Start Meetings to review asbestos, lead, and safety requirements with contractors and project participants and ensure meeting minutes are documented and distributed.

Minimum Qualifications Required Experience

Minimum three (3) years of full time paid professional experience in Project Management or Construction Management.
Experience with all phases of construction projects, including preconstruction activities, planning, construction monitoring, and project closeout.
Experience on educational facility construction projects or public agency projects is preferred.
Experience with construction safety protocols, California Occupational Safety and Health Administration (Cal OSHA) requirements, and environmental procedures is a plus.

Required Education

Bachelor's degree from a recognized college or university in Engineering, Construction Management, or an Environmental field.
Candidates without a degree may substitute additional qualifying experience on a year for year basis.

Preferred Experience

Experience using the IBM Maximo Asset and Work Management System (Maximo).
