Job Description and Duties

Under the general direction of the Supervisor II, the Supervisor I, as a working-level supervisor and subject matter expert is responsible for supervising analysts in Purchasing Services, a Contracts Services Analyst and Materials and Stores Specialists. Incumbent must independently perform the most difficult and complex technical and analytical work related to the Business Services Section in the areas of contract management, purchasing and procurement. Incumbent is also responsible for administering the Department's purchasing and material management policies and programs.

The incumbent must have the ability to exercise considerable independent judgment and possess a thorough knowledge and expertise of established procurement and services policies, procedures, regulations, and small business/disabled veteran preferences, SAP actions, and training. This position is permanent, full time, with a minimum 40-hour workweek and requires that the incumbent work cooperatively with all levels of staff; act in a professional and tactful manner; be able to work independently; communicate effectively; follow complex written and verbal instructions; consult with and advise management on a wide variety of complex policy, program, and organizational issues; recommend and implement solutions; effectively direct the work of analytical staff; and maintain regular, consistent, predictable attendance.

As a working level supervisor, reviews and oversees all phases of non-IT good procurements and warehousing transaction development. Reviews and provides feedback and guidance on documents prepared by procurement, contracts and warehouse staff.

Supervises the warehouse staff. Directs and manages the receiving, warehousing and distribution functions for commodities. Maintains the physical condition of the warehouse, safeguards warehouse operations by establishing and monitoring security protocols. Directs staff to perform the annual inventory and provide detailed reports to management. Ensure that warehouse stocks appropriate personal protective equipment and first aid supplies.

Ideal candidate will have:

Experience in procurement, contracts, and warehouse operations.
Knowledge and experience analyzing and interpreting and applying State of California procurement/contract policies, procedures and regulations.
Experience with facilities management, office space coordination i.e. planning for office machines, copiers, furniture.
Experience with inventory procedures and inventory control.
Proficient in the use of various computer applications such as SAP, and Microsoft Word, Excel, and other database programs and be willing to learn new technological tools and to incorporate them in daily tasks.
The ability to multi-task and meet multiple deadlines in a timely manner; the ability to independently conduct research, analysis; and prepare reports; the ability to work with staff at all levels in the organization, outside agencies and the public; and the ability to independently organize/prioritize workload to meet demands are necessary for this position.
