Full Job Description

DEPARTMENT: MENTAL HEALTH

SUMMARY OF FUNCTIONS

The Head of Services (HoV) will be responsible for overseeing and developing the clinical department including hiring, supervision, evaluation, and scheduling. He/She/They will assist the President & CEO to develop, plan and implement strategies for the program’s continuation and growth. HoV will also provide clinical training to clinical staff and interns.

IN ADDITION, THE HEAD OF SERVICES SHALL:

Oversee the day-to-day clinical and fiscal operations of Mental Health Services, including the timely submissions of required regulatory reports and licensing credentials.
Supervise clinical and administrative staff, including consulting with clinical staff on cases when appropriate.
Regularly provide clinical training and supervision to clinical services staff and interns.
Work in conjunction with the President & CEO and Finance Director to oversee and develop an efficient billing system. Ensure compliance with all state and local regulations, including compliance with the Department of Behavioral Health (DBH), Therapeutic Foster Care (TFC), and Department of Mental Health (DMH) regulations.
Review the current business model and developing strategies for the expansion of operations and services and ensure self-funding and sustainability of the program.
Perform managerial audits to ensure quality assurance.
Coordinate with Human Resources to recruit and hire clinical and administrative staff.
Define, measure, and evaluate program performance data and create continuous improvement based on performance data.
Train, supervise, and motivate others to engage in appropriate performance management activities.
Evaluate staff performance and identify areas of training needed. Collaborate with internal departments and external agencies to facilitate training.
Regularly review and recommend changes in program services to meet client needs, oversight of program evaluation and quality assurance functions for department including assessment of applicable legal and professional requirements and monitoring treatment plans for clients.
Initiate, implement and monitor compliance with evidence-based practices.
Receive referrals for service and oversee the assignment of cases to clinical staff.
Facilitate clinical case conferences.
Oversee the maintenance of the Clinical Policies and Procedures manual.
Arrange for in-service training for clinical staff.
Work with other members of the management team to assure successful communication and coordination between all NALCS programs, and participate in strategic planning.
Be committed to demonstrating personal, organizational integrity, and character.
Be able to apply the new sunrise approach to his/her/their work and interaction with NALCS staff and others.
Promote the Agency at the Local, State, and National levels.
Formulate, compose, edit, and/or review Mental Health-related policies, reports, letters, or necessary forms.
Verify, and approve reimbursement reports for each clinical services staff.
Review and approve time cards for accuracy of information and computation.
Be knowledgeable and effectively apply NALCS policies and procedures, and Federal, State, and County regulations.

Other Expectations:

Adhere to Child Abuse Reporting requirements.
Participate in the overall Accreditation/Quality Improvement Process.
Efficiently, productively, and effectively manage resources.
Complete projects in a timely manner.
Must have time management skills.
Remain accessible by phone 24 hours.
Perform other duties as requested by President & CEO.

He/she/they will report directly to the President & CEO.

EXPECTATIONS

The HoV must adhere to and apply Nuevo Amanecer Latino’s policies and procedures, code of ethics, and also apply Federal, State, and County laws and regulations. He/she/they must participate as a team member of the continuous quality improvement process of Nuevo Amanecer Latino Children’s Services. He/she/they must apply one’s own code of ethics.

QUALIFICATIONS

The HoV shall be bilingual (English/Spanish), shall possess a Master’s Degree from an accredited or state-approved graduate school as defined in Section 94310 of the Education Code, in social work or social welfare, marriage, family, and child counseling, child psychology. Must be a Licensed Clinical Social Worker (LCSW) or Licensed Marriage Family Therapist (LMFT) with three to five years of progressively responsible non-profit program management experience and staff supervision, including expertise transforming clinical staff into a highly functional team.

The HoV must also have a proven experience in understanding and demonstrating the ability to generate revenues for clinical services. He/She/They must also have experience with Medi-Cal, and other types of client billings, experience, and confidence in identifying and implementing evidence-based practices, experience in working in crisis settings with individuals and families. The HoV must also have program development, evaluation, solid organizational, and public speaking skills. He/She/They must also have strong written and oral communication skills, proficiency in computer skills, especially using Outlook, Word, Excel, and customized databases. Awareness of and sensitivity to the cultures represented in San Bernardino County, Riverside County, and Los Angeles County is a plus. Good interpersonal skills, ability to relate well with persons from a variety of socioeconomic and cultural groups are highly desired.

PHYSICAL DEMANDS

The Head of Services must have the ability to communicate orally with the board of directors, management, and other co-workers, both individually and in front of a group. He/she/they must have knowledge of regular usages of the telephone and e-mail for communication. The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to sit; use hands to finger, handle, or feel; reach with hands and arms; talk or hear. The employee is occasionally required to stand and walk. Specific vision abilities required by this job include close vision, distance vision, depth perception, and the ability to adjust focus.

WORK ENVIRONMENT

This job is performed both indoors in a traditional office setting and outdoors traveling to and from various meetings. Activities include extended periods of sitting and extensive work at a computer monitor and phone.

LANGUAGE SKILLS

Must be able to read, analyze, and interpret the most complex documents. He/she/they must be able to respond effectively to the most sensitive inquiries or complaints. The HoV must have the ability to effectively present information and respond to questions asked by managers, supervisees, clients, county workers, etc. He/she/they must also be able to write speeches and articles using original or innovative techniques or styles.

REASONING SKILLS

The HoV must be able to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. He/she/they must be able to interpret a variety of instructions furnished in written, oral, diagram, and/or schedule forms. He/she/they must also be able to define problems, collect and analyze data, establish facts, and draw valid conclusions.

Pay: $80,000.00 - $95,000.00 per year
