Full Job Description

Early Childhood Supervisor - Mental Health Services

Early Head Start Home Based Program- on-site job

Exempt Position - Annual Salary: $70,308

Mental Health Support Duties:

1. Plan, develop and administer the Mental Health program service area, ensuring an integrated and comprehensive system of services for children and their families.

2. Coordinate training and guidance to staff, parents, and community on a variety of pertinent topics in the area of mental health.

3. Ensure on-going monitoring, tracking, follow-up and analysis of mental health services.

4. Maintain record keeping and reporting systems, including service area plan, schedules, timelines policies and procedures for mental health services in accordance with Head Start Performance Standards and applicable laws and regulations.

5. Ensure coordination of communication with staff, parents, program consultants and community to enhance services to children and families.

6. Supervise and oversee work tasks and activities within the Disabilities and Mental Health Services department to ensure the full delivery of integrated service. Collaborate with community partners for recruitment to enhance Mental Health Services.

Early Childhood Supervisor Duties:

1. Guides the planning and implementation of a comprehensive child development program that meets the Head Start definition of curriculum in the home-based program.

2. Provides managerial duties including: participating in the hiring process of EHS staff, assigning and reviewing progress of assignments and providing on-going supervision.

3. Supervises caseload of assigned parent coaches through weekly one on one reflective supervision, observations of home visits, and parent activities, group socializations for parents and children, and review of records and enrollment levels.

4. Monitors ChildPlus database to ensure home visit documentation is completed in an accurate and timely manner.

5. Monitors home visit completion rate for all assigned parent coaches and makes necessary efforts to follow up with plan of correction with parent coach when the percentage is below 85%.

6. Monitors to ensure assigned parent coaches are meeting in-kind goal of 4 hours per week for each assigned family and makes necessary efforts to follow up with a plan of correction when parent coach is not meeting goal.

7. Monitors quality of home visiting services through 1 weekly field day to conduct unannounced home visit observation of assigned parent coaches and provides feedback to parent coach.

8. Provides in office support to Early Childhood Parent Coaches when not in the field.

9. Monitors staff activities for compliance with contract goals and objectives.

10. Monitors the collection and analysis of program data and reports the use of data to the Early Childhood Coordinator and Program director on a monthly and quarterly basis.

11. Conducts performance appraisals and professional development plans.

12. Provides program orientation and training for new parent coaches.

13. Assists in identifying on-going training needs of program staff and plans the development and delivery of training to meet those needs.

14. Oversees the development and accuracy of required reports.

15. Demonstrates an understanding of the Head Start philosophy and the ability to implement its principle of shared authority and decision-making.

SECONDARY PROJECT RESPONSIBILITIES

1. When needed effectively demonstrates the project responsibilities of a Child and Family Home Visitor in casework with clients and carries a caseload of 5-6 families, including those with children with disabilities.

2. Models’ appropriate communication techniques to staff and parents.

3. Attends scheduled EHS management and team meetings.

4. Provides verbal and written reports of duties listed above to Program Director.

5. Monitors the collection and analysis of program data and reports the use of data to the Program Director on a monthly and quarterly basis.

6. Responsible for in-kind as it relates to Early Childhood Education programming and staff support.

7. Maintains confidentiality as required by the law and El Nido Family Center’s EHS policy.

8. Other duties as assigned.

QUALIFICATIONS:

Experience/Education

1. Bachelor’s degree in child development, early childhood education, education, social work, psychology, or a related field and 5 years of training and experience in areas that include: the theories and principles of child growth and development, early childhood education, particularly infants and toddlers, family support, supervision and Head Start Programming. Master’s Degree preferred.

2. Previous experience providing direct services to low-income families and in working with persons of varied experience and ethnic backgrounds.

Skills/Characteristics

1. Must have a working knowledge of child development, counseling, parent-education and case management services.

2. Must have demonstrated managerial skills, typically resulting from several years of increasing managerial job responsibilities, preferably in a child- care or social service setting.

3. Must have a working knowledge of brain development, child development curriculum, and social work values, principles and practice.

4. Must be knowledgeable of adult learning concepts and have the skills to impart knowledge through effective teaching methods.

5. Must have knowledge of the target population and community, including community resources.

6. Must have ability to train and supervise diverse staff.

7. Must have a working knowledge of child welfare laws and issues impacting children such as child abuse, domestic violence, child custody, and public assistance.

8. Must have very effective oral and written communication skills.

9. Must have good interpersonal skills, including the ability to work as part of a team.
