Full Job Description

DSW Homes is seeking a Housing Recovery Case Manager to support residential reconstruction programs delivered on behalf of government agencies, nonprofit organizations, and other public-sector clients following disasters and other community recovery initiatives.

The Housing Recovery Case Manager serves as the primary point of contact for homeowners throughout the rebuilding process. This position is responsible for guiding homeowners from program enrollment through construction completion by coordinating communication, collecting documentation, facilitating homeowner decisions, and ensuring each family remains informed and engaged throughout the recovery process.

The ideal candidate is highly organized, customer-focused, and passionate about helping families navigate complex rebuilding projects. This role works closely with homeowners, client representatives, architects, utility providers, permitting agencies, and DSW's construction team to help ensure projects progress efficiently while delivering an exceptional homeowner experience.

Job Functions

Serve as the primary point of contact for an assigned portfolio of homeowners throughout the rebuilding process.
Develop trusted relationships with homeowners by providing timely, accurate, and compassionate communication.
Conduct homeowner intake meetings and explain program requirements, project milestones, construction timelines, and homeowner responsibilities.
Maintain regular communication through phone calls, emails, text messages, virtual meetings, and in-person visits.
Assist homeowners with required documentation, applications, approvals, and other program requirements.
Coordinate homeowner meetings with DSW staff, client representatives, architects, engineers, and other project stakeholders.
Track homeowner action items, required approvals, utility coordination, permitting milestones, and project progress.
Coordinate with government agencies, nonprofit partners, utility providers, consultants, and other organizations to facilitate project delivery.
Document homeowner communications, project updates, concerns, approvals, and key decisions within DSW's project management systems.
Identify issues that may impact project schedules or homeowner satisfaction and work collaboratively with internal and external stakeholders to resolve them.
Represent DSW professionally during homeowner meetings, community events, and client coordination meetings. Prepare homeowner correspondence, status reports, meeting summaries, and other program documentation.
Support quality assurance reviews, audits, grant compliance activities, and project closeout documentation as required.
Maintain complete, accurate, and organized electronic case files.
Deliver exceptional customer service while maintaining confidentiality and professionalism at all times.
Perform other duties as assigned.

Education and Skill Requirements

Bachelor's degree in public administration, business, communications, construction management, social work, urban planning, or a related field preferred. Equivalent combination of education and professional experience will be considered.
Minimum of three (3) years of experience in case management, disaster recovery, affordable housing, construction administration, project coordination, customer service, or a related field.
Excellent verbal and written communication skills with the ability to communicate effectively with homeowners, government agencies, nonprofit organizations, consultants, and internal project teams.
Strong organizational and time management skills with the ability to manage multiple active homeowner cases simultaneously.
Demonstrated ability to build trust, resolve conflicts, and provide exceptional customer service in a fast-paced environment.
Ability to interpret and explain program requirements, project schedules, and construction milestones to homeowners in a clear and professional manner.
Proficiency with Microsoft Office Suite (Outlook, Word, Excel, and Teams) and experience using CRM, case management, or project management software.
Strong attention to detail and ability to maintain accurate electronic records and documentation.
Ability to work independently while collaborating effectively with multidisciplinary teams.
Valid California driver's license with the ability to travel regularly to project sites, homeowner meetings, and client offices.

Preferred Qualifications

Experience supporting federally funded disaster recovery or housing recovery programs.
Experience working with local governments, nonprofit organizations, or public-sector clients.
Familiarity with residential construction, permitting, utility coordination, inspections, or housing rehabilitation.
Bilingual English/Spanish.
