Asbestos Abatement Coordinator

Project Support Services (PSS) is seeking an experienced Asbestos Abatement Coordinator to support the Los Angeles Unified School District’s Facilities Services Division, Maintenance & Operations, Facilities Environmental Technical Unit (FETU).
This position provides technical and field support for asbestos- and lead-related work affecting LAUSD construction, maintenance, and modernization projects. The Asbestos Abatement Coordinator prepares site assessments and abatement designs, reviews consultant reports, performs sampling, develops estimates, and monitors environmental work for compliance with applicable laws, project specifications, safety regulations, and established work practices.
Working with Maintenance & Operations, Project Execution, Central Design Management Group, environmental consultants, contractors, inspectors, and District staff, the Asbestos Abatement Coordinator helps identify hazardous building materials, evaluate project impacts, and develop practical strategies for abatement or in-place management.
The ideal candidate is a detail-oriented environmental construction professional with hands-on experience in asbestos and lead assessment, sampling, design, monitoring, abatement, reporting, and regulatory compliance. Experience supporting public agencies or school facilities is especially valued.

What You’ll Do
- Maintain open communication with central and regional Facilities departments, including Maintenance & Operations, Project Execution, and Central Design Management Group, to provide technical support related to asbestos and lead issues.
- Prepare Phase 1 site assessments and Phase 2 abatement designs addressing the impact of asbestos- and lead-containing materials on construction projects.
- Review environmental consultants’ Phase 1 assessment, Phase 2 design, and Phase 3 project monitoring reports for accuracy and completeness.
- Survey school sites and recommend appropriate methods to mitigate or abate asbestos- and lead-containing building materials.
- Prepare job estimates for environmental project assessment, design, and monitoring activities.
- Prepare reports describing inspection findings, results, and project impacts identified through field review and examination of construction drawings.
- Plan the repair, removal, disposal, or encapsulation of asbestos-containing building materials and the abatement or in-place management of lead-based paint on structures and mechanical systems.
- Conduct environmental project monitoring during construction to verify compliance with applicable laws, project specifications, safety regulations, and established work practices.
- Investigate asbestos- or lead-related accidents and incidents occurring on or near school grounds during project work.
- Perform asbestos bulk sampling and lead wipe or paint-chip sampling to investigate potential asbestos releases or elevated lead exposure.
- Review condition-assessment reports for asbestos-containing building materials (ACBM), address damaged or friable ACBM, and manage asbestos sampling data and abatement records.
- Update project tracking sheets and maintain accurate progress records.
- Use Maximo to plan and track job progress and report actual labor charges.
- Perform other related environmental and abatement coordination duties as assigned.
Required Qualifications
Candidates must meet one of the following experience requirements:
- Five years of full-time, paid professional construction experience on projects involving environmental asbestos/lead assessment, sampling, design, monitoring, and abatement; or
- Two years of full-time, paid professional construction experience in those areas, plus current State of California certification as a Certified Site Surveillance Technician (CSST); or
- Current State of California certification as a Certified Asbestos Consultant (CAC).
Candidates must also possess:
- Current Asbestos Hazard Emergency Response Act (AHERA) asbestos course certificates for Building Inspector, Management Planner, Contractor/Supervisor, and Project Designer.
- Current Environmental Protection Agency (EPA) Lead Renovation, Repair and Painting (RRP) certification.
- Current California Department of Public Health (CDPH) Lead certification as Inspector/Assessor/Project Monitor.
- A bachelor’s degree in engineering or a related field from a recognized college or university. Candidates without a degree must have additional qualifying experience on a year-for-year basis.
Preferred Qualifications
We’re especially interested in candidates with experience in:
- Environmental work supporting school facilities, public agencies, or large capital improvement programs
- Asbestos and lead assessment, sampling, abatement design, and construction monitoring
- Review of environmental consultant deliverables and Phase 1, Phase 2, and Phase 3 reports
- Asbestos-containing building material surveys, condition assessments, and friable-material response
- Lead-based paint assessment, wipe sampling, paint-chip sampling, abatement, and in-place management
- Environmental job estimating, recordkeeping, data management, and regulatory documentation
- Incident investigation and response in occupied or sensitive facilities
- Reading construction drawings and evaluating hazardous-material impacts to project scope and schedule
- Maximo or a comparable computerized maintenance management system for planning and progress tracking

Pay: $90,000.00 - $105,000.00 per year
