Full Job Description

William A. Hazel, Inc., a total site development contractor for over 60 years, is looking for a Project Manager. William A. Hazel, Inc., operates all over the Northern Virginia Area. By applying to this position, you acknowledge and understand you may be required to commute to job sites. The Project Manager (PM) is responsible for the overall planning, coordination, and financial performance of site development construction projects from preconstruction through closeout. This role manages contracts, budgets, schedules, subcontractors, and client relationships while partnering closely with field Superintendents to ensure projects are delivered safely, on time, and within budget.

Projects may include earthwork, grading, stormwater systems, utilities (water/sewer), road construction, concrete, and related civil infrastructure.

Key ResponsibilitiesProject Planning & Execution

Review contract documents, drawings, and specifications to ensure full understanding of project scope.
Develop and manage project schedules, cost projections, and resource plans.
Conduct project start-up meetings and establish project controls.
Ensure compliance with contract terms and company standards.

Financial Management

Develop and maintain project budgets and cost reports.
Track and forecast labor, equipment, and material costs.
Review and approve subcontractor and vendor invoices.
Prepare and submit owner pay applications.
Manage change orders (pricing, negotiation, documentation).
Ensure timely billing and collections.

Client & Stakeholder Management

Serve as primary point of contact for owners, developers, engineers, and inspectors.
Lead project meetings and maintain strong customer relationships.
Resolve issues proactively to protect schedule and profitability.

Field Coordination

Partner closely with Superintendents to ensure alignment between office and field operations.
Monitor production, schedule adherence, and quality control.
Support field teams with procurement, subcontract coordination, and problem-solving.
Ensure materials and equipment are delivered per project schedule.

Risk Management & Compliance

Identify and mitigate project risks.
Ensure compliance with OSHA, VDOT (if applicable), local, state, and federal regulations.
Maintain documentation for claims avoidance and dispute resolution.
Support safety culture and participate in incident review processes.

Project Closeout

Manage punch list completion.
Ensure final inspections, as-builts, and project documentation are completed.
Conduct post-project financial review.

Qualifications

Bachelor’s degree in Construction Management, Civil Engineering, or related field preferred (experience may substitute).
5+ years of experience managing civil/site development projects.
Strong knowledge of earthwork, grading, underground utilities, and site infrastructure.
Experience reading and interpreting civil plans and specifications.
Proficiency in construction management software (e.g., Viewpoint, Procore, HCSS, etc.).
Strong financial acumen and cost control experience.
Excellent communication and negotiation skills.
Ability to manage multiple projects simultaneously.

Preferred Skills

Experience working with developers and municipal clients.
Knowledge of VDOT standards and inspections.
Familiarity with stormwater management and erosion control requirements.
Strong leadership presence with both field and executive teams.
