StarCare Specialty Health System (StarCare) is seeking a full-time Talent Acquisition Specialist to join its outstanding Human Resources team. The Talent Acquisition Specialist supports StarCare Specialty Health System’s mission by managing the full recruitment lifecycle and ensuring a positive, efficient experience for applicants and hiring managers. This position partners with hiring managers to understand staffing needs, develops effective recruitment strategies, and presents qualified candidates for consideration. Once selected by the hiring managers, the Specialist serves as the primary point of contact for new hires, coordinating onboarding activities and ensuring all required documentation, credentials, and pre-employment screenings are completed and received in compliance with agency policies and regulatory standards prior to the start of New Employee Orientation.
Responsibilities:

Manage all stages of the recruitment process up to candidate selection, including sourcing, screening, coordinating interviews, and maintaining timely communication with applicants.
- Collaborate with hiring managers to clarify staffing needs, refine job descriptions, and identify essential qualifications and competencies.
- Develop, post, and maintain job advertisements across appropriate platforms; implement strategies to attract qualified applicant pools.
- Coordinate interview logistics, scheduling, and communication between candidates and hiring teams as needed.
- Serve as the primary point of contact for selected candidates throughout the onboarding process.
- Verify completion of all hiring documentation, background checks, credentials, licensure, and other pre-employment requirements in accordance with agency and regulatory standards.
- Maintain accurate and timely records in the HRIS system, including applicant dispositioning to support an active applicant pool, tracking candidate progress, and updating workflow stages as needed.
- Follow up regularly with hiring managers to confirm applicant status, ensure timely movement through recruitment stages, and provide guidance or training on HRIS processes and hiring workflows.
- Track, analyze, and report on key talent acquisition metrics (e.g., time-to-fill, time-to-hire, open position counts, applicant flow) to support operational decision-making and continuous improvement.

Monitor labor market trends, compensation benchmarks, and workforce availability to support recruitment planning.
- Represent StarCare at job fairs, community events, and networking opportunities to promote employer brand and build talent pipelines.
- Ensure recruitment and onboarding activities comply with federal and state employment laws, agency policies, and equal employment opportunity practices.

Provide support to other Human Resources functions and assist with special projects, cross coverage, or assignments as needed.
- Maintain clear, proactive communication with supervisors, hiring managers, and internal stakeholders regarding recruitment progress and priorities.

Maintain regular and consistent attendance for the assigned work hours.

Ensure all required training and credentials are current and compliant with Center, federal, state, and local regulations, and in addition to StarCare policies and procedures.
- Complete special departmental projects and other responsibilities with similar skill and work conditions as assigned.

Schedule:
This is a full-time, on-site position scheduled Monday - Friday, 8am - 5pm, with flexibility to meet the needs of the department.

Qualifications:

Bachelor’s degree from an accredited four-year college or university with major in Human Resources, Business Administration or related field is required.

Two (2) years of experience performing recruiting related duties.

Equivalent combination of education and relevant HR/employee relations experience may be considered.

Experience with UKG Ready preferred.

SHRM-CP or SHRM-SCP Certification preferred.

Must have a current Texas driver’s license and be insurable under the Center’s insurance.
- Must pass all pre-employment and annual screenings, including drug screen, criminal background, applicable registry checks, and MVR.
