Position SummaryALK Asphalt is seeking a Project Manager / Estimator – Asphalt & Civil Construction to join our team.This position has two primary areas of accountability:
- Own ALK’s day-to-day estimating workload for paving and pavement maintenance opportunities, from initial request and site evaluation through pricing and proposal submission.
- Manage assigned construction projects from award through completion and closeout, maintaining accountability for scope, schedule, cost, customer communication, and overall project performance.
This is a hands-on position for someone who understands both the field and financial sides of asphalt and civil construction. The successful candidate must be able to accurately estimate how work will be performed in the field and then use that knowledge to successfully manage projects after award.The position reports directly to the Senior Project Manager and will have support from a Project Administrator for project documentation and administrative functions.We are open to an experienced Project Manager / Estimator or a strong Assistant Project Manager / Project Engineer who has the right asphalt or civil construction background and is ready to take the next step in their career.Key ResponsibilitiesDaily Estimating & Pavement Maintenance
- Own the day-to-day estimating workload for paving and pavement maintenance opportunities.
- Respond to estimating opportunities in a timely manner and maintain accountability for estimates from initial request through proposal submission.
- Perform jobsite visits, field measurements, and pre-bid site walks as required.
- Review plans, specifications, bid documents, customer requirements, and existing site conditions.
- Perform and verify detailed quantity takeoffs.
- Prepare estimates for asphalt paving, milling and overlays, asphalt remove-and-replace, patching, grading/sitework, and related civil construction.
- Estimate pavement maintenance work such as crack sealing, sealcoating, striping, and other related scopes when applicable.
- Build and maintain estimates using HCSS HeavyBid.
- Develop labor, equipment, material, trucking, subcontractor, and production costs.
- Establish appropriate crew configurations and production rates based on scope and anticipated field conditions.
- Solicit and evaluate pricing from material suppliers, trucking providers, subcontractors, and vendors.
- Communicate with customers as needed to clarify scope and project requirements.
- Identify scope gaps, risks, exclusions, assumptions, and potential cost impacts prior to proposal submission.
- Prepare complete proposals with clearly defined scope, pricing, assumptions, and exclusions.
- Maintain organized estimating documentation.
- Assist with larger estimates and bid opportunities as workload requires.
- Review estimated versus actual production and costs to improve the accuracy of future estimates.
Project Management
- Manage assigned projects from award and estimating handoff through completion and closeout.
- Review contracts, plans, specifications, estimates, scope, budgets, and project requirements prior to mobilization.
- Understand the assumptions and production rates used in the estimate and communicate them effectively to Operations.
- Coordinate project schedules and requirements with field supervision and Operations.
- Coordinate material suppliers, trucking, subcontractors, testing agencies, and other project resources.
- Maintain professional and proactive communication with customers, general contractors, owners, inspectors, suppliers, and other project stakeholders.
- Monitor project quantities, production, costs, budgets, schedules, and overall profitability.
- Compare actual field production and costs against estimated production and budget throughout the project.
- Identify potential extra work, scope changes, delays, schedule impacts, and cost exposure early.
- Prepare and manage change-order pricing and supporting documentation.
- Coordinate RFIs, submittals, purchase orders, project documentation, and closeout requirements with the Project Administrator.
- Review quantities and documentation required for accurate and timely billing.
- Participate in project meetings and site visits as required.
- Maintain accountability for the financial and operational performance of assigned projects.
- Ensure commitments made to customers and Operations are followed through to completion.
- Complete project closeout and review estimated versus actual costs and production to identify lessons learned for future work.
Qualifications
- Minimum 3 years of experience in asphalt paving, pavement maintenance, grading, sitework, heavy civil construction, or a related field preferred.
- Experience in project management, estimating, project engineering, or a combination of these responsibilities.
- Strong understanding of asphalt paving and civil construction operations.
- Experience with pavement maintenance operations is preferred.
- Ability to read and interpret civil plans, specifications, details, scopes of work, and contract documents.
- Experience performing construction quantity takeoffs and developing estimates.
- Understanding of construction production rates, labor, equipment, trucking, materials, and subcontractor costs.
- Working knowledge of project budgets, job costing, scheduling, change orders, and cost-to-complete concepts.
- Ability to understand how estimating assumptions translate into actual field production.
- Ability to effectively manage multiple estimates and active projects simultaneously.
- Strong organizational, communication, follow-through, and problem-solving skills.
- Ability to communicate effectively with field employees, customers, subcontractors, vendors, and company leadership.
- Strong Microsoft Excel skills.
- Experience with HCSS HeavyBid strongly preferred; ability to become proficient in HCSS HeavyBid required.
- Bluebeam Revu experience preferred.
- Arizona asphalt, paving, pavement maintenance, grading, or heavy civil construction experience strongly preferred.
- Valid driver's license and ability to visit project sites throughout the Phoenix metropolitan area.

Candidates with exceptional Arizona asphalt/civil estimating and project management experience may be considered above the stated range.Position ExpectationsThe Project Manager / Estimator will be expected to establish clear ownership and accountability for both daily estimating and assigned project performance.Success in this position means producing accurate and timely estimates, effectively transitioning awarded work into Operations, maintaining control of project costs and documentation, communicating issues early, supporting field execution, maintaining strong customer relationships, and carrying projects through successful closeout.Ultimately, this position is responsible for helping ensure that the work we estimate is the work we build—and that the work we build produces the results we expected when we bid it.
Pay: $90,000.00 - $120,000.00 per year
