About Wisconsin Electrical Apprenticeship & Training
The Wisconsin National Electrical Contractors Association (NECA) - International Brotherhood of Electrical Workers (IBEW) Apprenticeship & Training office is a joint collaboration with IBEW local unions and signatory employers from throughout Wisconsin. The statewide JATC comprises eight local regions, each representing different geographic areas across Wisconsin. Each region partners with local educational institutions to maintain the standards of our apprenticeship programs and support the development of skilled professionals in the electrical industry.

As a Regional Apprenticeship Consultant (ATD), you'll serve as a trusted advisor to apprenticeship committees across Wisconsin, helping local leaders develop the next generation of skilled electrical professionals. Every day brings something different—from facilitating committee meetings and supporting apprentice selection processes to interpreting policies, improving programs, coordinating projects, and strengthening partnerships statewide.

What You'll Do
This position combines relationship management, stakeholder engagement, committee facilitation, project management, and program operations. You'll partner with regional apprenticeship committees, employers, labor representatives, apprentices, applicants, educational institutions, and state agencies to ensure apprenticeship programs are well-supported, consistent, and successful.
Relationship Management & Stakeholder Engagement
- Serve as the primary consultant and trusted advisor for assigned regional apprenticeship committees.
- Build strong working relationships with employers, labor representatives, committee members, apprentices, applicants, educational partners, and state agencies.
- Foster collaboration while helping diverse stakeholders work toward shared goals.
- Provide responsive customer service and professional support to partners across Wisconsin.
Committee & Meeting Facilitation
- Plan and facilitate committee meetings.
- Prepare meeting agendas, record and publish meeting minutes, and track action items.
- Guide committees in interpreting apprenticeship policies and applying them consistently.
- Support committee decision-making by providing accurate information and operational guidance.
- Assist in administering local Training Trust Funds, including preparing financial statements, audits, budgets, IRS filings, investments, and expenditures.
Program & Project Management
- Coordinate apprenticeship recruitment, interviews, registrations, enrollments, and related activities.
- Lead multiple projects while balancing competing priorities and deadlines.
- Identify opportunities to improve processes and increase consistency across apprenticeship programs.
- Monitor program activity and prepare reports for committees and organizational leadership.
Workforce Development
- Support initiatives that strengthen Wisconsin's skilled trades workforce.
- Partner with technical colleges, training organizations, contractors, unions, and state agencies.
- Help local apprenticeship programs provide exceptional experiences for apprentices and employers.

Work Location
Our preference is for this position to be based in our Madison home office. We also welcome applications from qualified candidates throughout Wisconsin who can regularly travel to Madison for onboarding, team collaboration, and monthly in-person meetings.
Frequent travel throughout Wisconsin is an essential part of this role, including committee meetings, partner visits, and apprenticeship-related events. Most travel occurs during the workweek, with evening meetings and occasional overnight travel.
Regular on-site work at our Madison, WI office with frequent statewide travel (1 to 2 days/evenings a week) with overnight stays (1 to 2 nights a month).
Compensation
· Competitive salary ($80,000.00 to $100,000.00) and comprehensive benefits package, including employer-sponsored healthcare insurance, pension, and company-provided vehicle.
