Introduction

Do you have experience as a training instructor, creating instruction criteria, and facilitating trainings?

The State of Wisconsin, Department of Military Affairs (DMA) is hiring a Training Coordinator (Staff Development Program Specialist). This position is located within Wisconsin Emergency Management (WEM) and headquartered at the Joint Force Headquarters at 2400 Wright Street, Madison, WI.

The DMA provides essential, effective, and responsive military and emergency management capability for the citizens of our state and nation. During emergencies, no single organization can handle the response. The DMA consists of several organizations working together to plan, prepare, coordinate, and respond effectively when our communities and neighbors need us the most.

WEM builds capabilities and coordinates resources to support a safe and resilient Wisconsin. WEM is the state’s lead agency for coordinating effective disaster response and recovery efforts in support of local and tribal governments from natural and human-caused/technological events. WEM works alongside local, tribal, state, and federal agencies as well as volunteer and private-sector partners.

Position Summary

This position is responsible for the coordination and the administration of the NIMS training program and budget. This position also involves coordinating various activities for the training and exercise program in accordance with a wide variety of policies and procedures. This position provides general knowledge and expertise with all types of training delivery and provides professional level training to students attending Wisconsin Emergency Management (WEM) training courses. This position will assist the Training and Exercise Section in developing curriculum for training and exercises delivered by the section. Additionally, this position will organize and develop distance learning options as well as manage WEM’s credentialing program.

Salary Information

Starting pay for the Staff Development Program Specialist will be between $31.53 and $34.50 per hour depending on qualifications. For current permanent state employees, pay will be set in accordance with the State Compensation Plan. A 12-month probationary period is required.

Job Details

In order to gain access to DMA facilities or air bases, and to determine whether the circumstances of any conviction may be related to the job being filled, DMA will conduct a comprehensive background check.

Must possess or be eligible to obtain and maintain a valid driver’s license as a condition of continued employment.

Due to the emergency responsibilities of WEM, all division employees may be required to work overtime, evenings, and weekends with little or no advance notice in support of necessary training, exercise, and/or emergency functions.

Due to the various functions of this position, there is a degree of physical activity that requires lifting, bending, twisting, and walking extended distances.

The Department of Military Affairs does not sponsor work visas at the time of hire or anytime during employment. All persons hired will be required to verify identity and eligibility to work in the United States and complete the required Employment Eligibility Form I-9.

This is a State of Wisconsin Civil Service position. The DMA does not require current or previous military experience.

All new permanent, project, and limited term employees will be required to report to Joint Force Headquarters (JFHQ) in Madison on the Monday of their first week of employment for the New Employee Orientation (NEO) program. Additional information will be sent to the new employees and their supervisors on the Tuesday prior to NEO.

Qualifications

Candidates who meet minimum qualifications will have experience with:

Conducting classroom, on-line eLearning, and other forms of training.
Managing and maintaining a learning management system.
Dealing with diverse groups such as stakeholders and customers, including federal, state, and local government agencies as well as the private sector.

In addition to the minimum qualifications, well-qualified candidates will also have experience with the following preferred qualifications:

Independent responsibility for implementing training and curriculum development projects, including tracking from design to completion and assessing program outcomes.
Creating training videos, flyers, and other training resources to promote the understanding of emergency management programs.
Coordinating a complex training program with multiple funding sources. This includes the ability to Identify and reconcile appropriate fund source(s) for delivered training and other programs based upon the appropriate budget.
