Full Job Description

Introduction

The Department of Agriculture, Trade and Consumer Protection (DATCP) works hard to protect and promote Wisconsin’s agricultural industries and consumers. DATCP currently has an opening for a Program and Policy Analyst - Advanced Management position within the Division of Trade and Consumer Protection’s administrative team.

This position is located at the Prairie Oaks State Office Building situated on Madison’s southeast side and a beautifully wooded and scenic hilltop venue. Our employees enjoy low-cost parking at the facility and are only minutes away from the Beltline Highway, Interstate 90 and Highway 51 for quick access to local restaurants, retail and service locations.

Remote Work Option: This position may have the ability to work remotely up to 6 days per 2-week pay period! An approved remote work agreement is required before an employee may work remotely. Approval of the employee’s remote work agreement and work schedule will vary based on the operational needs of the Division. All DATCP employees who work remotely are required to live in Wisconsin.

Position Summary

This position is responsible for division-wide program, planning, and policy analysis in the areas of consumer protection, weights and measures, regulation of petroleum storage tanks and petroleum quality, regulation of business trade practices, and commodity inspection. The work supports high-level decision-making and includes direct input to the Administrator, the division Policy Initiatives Advisor - Executive, and other division managers on major national and statewide issues.

The position leads or independently performs analysis related to policy issues, program operations, and organizational and management issues. The position analyzes alternatives, makes recommendations to division management, participates in the decision-making process, plans and formulates projects, and coordinates implementation of program and policy initiatives.

Salary Information

The classification of this position is Program and Policy Analyst – Advanced Management, which is in schedule-range 81-03 with a starting pay of $42.00 - $46.00 per hour ($87,360 - $95,680) based on qualifications.

This position is not represented by a collective bargaining unit. A 12-month probationary period is required. Pay for current state employees will be set in accordance with the State Compensation Plan at the time of hire.

At DATCP, we strive to deliver efficient and effective programs and services to Wisconsin agriculture, consumers, and businesses. The Department has numerous on-the-job training (OJT) opportunities and transferable skills, unique to each Bureau and position.

These OJT opportunities and transferable skills include direct experience and practice through collaboration with co-workers,supervisors and peer mentoring.

Conditions of Employment:

DATCP does not sponsor work visas. Any appointment made will be contingent on the selected applicant being able to provide documentation of eligibility to work in the United States.

A criminal background check will be performed on the selected applicant prior to an offer of employment.

Possession of a valid driver's license or the ability to provide one’s own transportation for work purposes, is required.

Occasional travel is required for this position’s duties for attending meetings, trainings, or other assignments. Overnight stay may be required 4-8 times a year.

Qualifications

Minimally qualified candidates will have each of the following:

Experience researching external data sources and creating succinct summary documents and/or recommendations (i.e. issue resolution paper, options paper, comparative briefing paper, etc.)
Experience identifying, monitoring, and analyzing policy and/or program issues
Experience as a liaison to internal and external stakeholders (providing information, coordinating input, feedback for policy development and/or program improvement, etc.)
Experience conducting analysis of legislative and/or rulemaking proposals

In addition to the minimum qualifications above, highly qualified candidates will have one or more of the following:

Experience drafting and coordinating administrative rulemaking and/or budget issue papers
Experience presenting information to senior-level groups (management teams, company leaders, external stakeholders, etc.)
Experience analyzing and developing recommendations of state or local level policies and/or programs related to trade and consumer protection (business trade practices, consumer protection, weights and measures, etc.)
