Full Job Description

Introduction

Use your investigative, research and analysis skills as a Compliance and Fraud Specialist (Motor Vehicle Program Specialist - Senior) with the Division of Motor Vehicles (DMV), Office of the Administrator, Compliance Unit!

This Unit provides oversight of programs to ensure compliance with Wisconsin state statute, transportation code, DMV policy, 3rd party contracts, and adjudications as part of Identification Card Petition Process (IDPP).

This position offers a hybridized work schedule. The position will be headquartered at and required to work from the Hill Farms State Office Building in Madison, WI at least 4 days per week, Monday through Thursday. This position will have the option to telework on Fridays. All employees working a hybrid work schedule are generally expected to telework from within the State of Wisconsin. This topic will be discussed more at the time of the interview.

Position Summary

In this position, you will be responsible for auditing and investigating all services and transactions provided to DMV customers including both DMV units and 3rd parties providing service to the DMV. Your focus will be on identifying and reducing potential internal DMV fraud and improving internal controls. You will be the DMV program expert on internal control procedures, involving documents containing personally identifiable information, DMV Service Center cash and inventory control of titles, plates registration renewal stickers and Voter ID law. You will review, improve and develop transaction review processes and financial reporting compliance procedures to comply with state and federal laws, department and division polices, and AAMVA motor vehicle jurisdiction best practices.

You will also represent the Unit in DMV IT and modernization projects, including the System Transformation Project.

Salary Information

This position is in schedule-range (07-04) with a salary of $29.50/hr-$35.00/hr ($61,360 - $72,800 annually), plus excellent benefits. A twelve month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Job Details

Qualifications

Qualified applicants will have all the following:

Experience gathering and analyzing information from business partners. Business partners may include a division, a bureau, a partner agency, the public, etc.
Experience interacting with a diverse group of business partners including external and internal parties. Interactions may be from participation on IT projects affecting multiple areas, etc. Business partners may include a division, a bureau, a partner agency, the public, etc.
Experience writing reports, letters, bulletins, etc. to disseminate information.
Training or experience working with computer software programs including Microsoft Suite (Excel, Word, PowerPoint, etc.) or similar and a Document Management system.

In addition to having all the above, well qualified applicants will have one or more of the following:

Experience interpreting open records laws and regulations.
Experience presenting complex information both orally and in writing to people with varying degrees of technical expertise.
Experience developing audit criteria, auditing, compiling results and reporting out the findings.
Experience training staff on new systems and/or procedures.
Experience participating in system upgrades and/or modernization.
Experience identifying, recommending and/or implementing process improvements.
