The Town of East Lyme is seeking an Information Technology Director to join its administrative team.
SUMMARY: The Information Technology Director serves as the Town's chief technology officer and is responsible for the planning, implementation, security, operation, and maintenance of all municipal information technology systems. The Director provides strategic leadership and technical expertise to ensure reliable, secure, and efficient technology services that support municipal operations, public safety, cybersecurity, communication, and service delivery to residents.
The Director develops and administers technology budgets, manages technology projects, oversees vendors and contracts, establishes cybersecurity protocols, and ensures the continuity of critical business systems.
The Information Technology Director serves as the Town's designated cybersecurity officer and is responsible for coordinating cybersecurity governance, risk assessment, employee awareness training, incident response, regulatory compliance, and technology resilience planning to protect municipal information assets and critical systems.
SUPERVISION RECEIVED: The IT Director reports to the First Selectman.
SUPERVISION EXERCISED: The IT Director supervises the employees of the IT Department.
CLASSIFICATION & HOURS OF WORK: This is a full-time, unaffiliated position; working 40 hours per week, as determined by the First Selectman.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Strategic Leadership
- Develop and implement the Town's technology strategy and long-range technology plan.
- Advise the Town Administrator and department heads regarding technology initiatives, investments, risks, and opportunities.
- Evaluate emerging technologies and recommend improvements to municipal operations.
- Collaborate with department heads to identify and support business and operational technology needs.
- Develop policies, procedures, and standards governing the use of municipal technology resources.
Infrastructure and Systems Management
- Direct and oversee all municipal technology systems, including servers, networks, storage systems, telecommunications, cloud platforms, enterprise applications, Microsoft 365 systems, and related infrastructure.
- Ensure the reliability, availability, performance, and security of Town technology infrastructure.
- Maintain hardware and software inventories and lifecycle replacement plans.
- Develop and manage standards for technology architecture, equipment purchasing, and system implementation.
- Oversee data backup, recovery, and disaster recovery systems.
Cybersecurity and Risk Management
- Develop and administer cybersecurity policies, procedures, and best practices.
- Monitor and mitigate cybersecurity threats and vulnerabilities.
- Maintain disaster recovery, business continuity, backup, and incident response plans.
- Ensure compliance with applicable federal, state, and industry security requirements.
Cybersecurity Governance
- Serve as the Town's designated cybersecurity officer.
- Develop and maintain a comprehensive cybersecurity program to protect municipal information systems, networks, and data.
- Conduct regular risk assessments, vulnerability reviews, and security audits and recommend corrective actions.
- Coordinate cybersecurity awareness and training programs for all employees.
- Lead response efforts related to cybersecurity incidents, security breaches, and technology disruptions.
- Collaborate with state, federal, law enforcement, and cybersecurity organizations as appropriate.
- Ensure compliance with Criminal Justice Information Services (CJIS), state data privacy requirements, and other applicable security standards.
- Provide periodic cybersecurity reports, risk assessments, and recommendations to Town leadership.
Public Safety Technology Support
- Support Police, Fire, Emergency Communications, Emergency Management, and other public safety technology systems.
- Maintain compliance with CJIS requirements and other public safety technology standards.
- Support public safety communications, mobile technologies, surveillance systems, access control systems, body camera systems, and critical response infrastructure.
- Ensure continuity and reliability of technology systems supporting emergency services.
Project and Vendor Management
- Lead technology projects from planning through implementation.
- Prepare specifications, requests for proposals (RFPs), requests for quotes (RFQs), and bid documents for technology procurements.
- Manage vendor relationships, service agreements, maintenance contracts, and software licensing.
- Negotiate contracts and monitor vendor performance.
- Coordinate implementation of new systems and technology upgrades.
Budget Administration
- Develop and administer annual operating and capital budgets for the Information Technology Department.
- Monitor expenditures and recommend cost-saving measures and operational efficiencies.
- Prepare funding requests, capital plans, and technology replacement schedules.
- Ensure effective stewardship of Town technology resources.
Customer Service and Support
- Ensure responsive technical support for Town departments and users.
- Establish service standards, procedures, and performance expectations.
- Coordinate user training and technology adoption initiatives.
- Promote effective and efficient use of technology throughout the organization.
Personnel Management
- Supervise IT staff, consultants, vendors, and contractors.
- Establish performance expectations and conduct performance evaluations.
- Provide leadership, mentoring, and professional development opportunities.
- Participate in hiring, discipline, and personnel administration activities consistent with Town policies.
Other Duties
- Attend meetings of boards, commissions, committees, and Town leadership as required.
- Participate in emergency management operations and response activities as necessary.
- Remain current on developments, trends, and best practices in information technology and cybersecurity.
- Perform other related duties as assigned.

QUALIFICATIONS AND COMPETENCIES PROFILE:

Minimum Qualifications
Education
- Bachelor's degree in Information Technology, Computer Science, Information Systems, Cybersecurity, Public Administration, or a closely related field.
Experience
- Seven (7) years of progressively responsible information technology experience, including at least three (3) years in a supervisory, management, or leadership role.
An equivalent combination of education and experience may be considered.
Preferred Qualifications
· Master's degree in Information Technology, Cybersecurity, Public Administration, Business Administration, or a related field.
· Experience in municipal or public-sector government technology management.
· Experience supporting public safety technology systems.
· Experience developing and managing an enterprise cybersecurity program.
· Experience with CJIS compliance, NIST Cybersecurity Framework implementation, incident response planning, business continuity, and disaster recovery management.
· Experience supporting municipal critical infrastructure and emergency operations technology.

PHYSICAL AND MENTAL REQUIREMENTS/WORK ENVIRONMENT:
Physical Requirements
Work is generally performed in an office environment with occasional travel to various Town facilities. The position may require lifting and moving computer equipment and technology-related materials weighing up to 50 pounds. The position may require attendance at evening meetings and availability outside normal business hours to respond to technology emergencies, cybersecurity incidents, and critical system failures.
Working Conditions
The Information Technology Director is expected to respond to critical technology and cybersecurity incidents outside normal working hours and may be required to participate in emergency management operations during emergencies, disasters, or other significant events affecting municipal operations.
PAY AND BENEFITS:
- Salary range $115,000-$145,000 annually based on qualifications and experience, with benefits per the Description of Benefits for Unaffiliated Town Employees.
