Rural Health Project Coordinator
Office of the Health Insurance Marketplace (CoverME.gov)

Make a Difference for Rural Maine
Are you passionate about improving access to health care and driving meaningful change through research, collaboration, and innovation? The Office of the Health Insurance Marketplace (OHIM), operating as CoverME.gov, is seeking a dynamic Rural Health Project Coordinator to serve a high-impact initiative that will help improve health care decision-making for rural Mainers.

This is an exciting opportunity to play a key role in Maine’s Rural Health Transformation Program (RHTP)—a federally funded initiative focused on improving access to care, strengthening the rural health workforce, enhancing population health, and supporting the long-term sustainability of rural health systems across the state.

Position Details

Full-time, 40 hours per week
Hybrid work schedule
Minimum two days per week onsite in Portland
Remote work available within Maine for the remainder of the week
This position is funded through a federal grant, anticipated to continue for approximately five years
Compensation: $30.00-$33.00 per hour, depending on experience

What You'll Do

Lead Stakeholder Engagement: Convene a stakeholder group to provide input on the design of the market research plan.

Project Work: Coordinate research and data-driven initiatives by collaborating with stakeholders to, creating consumer resources, and evaluating enhancements to CoverME.gov’s market tools.

Market Research/User Experience Testing: Coordinate and oversee the development of a comprehensive market research strategy, including focus groups and user experience testing.

Manage Critical Grant Activities: Partner closely with DHHS leadership and the Rural Health Transformation Program team to ensure compliance with federal grant requirements.

Oversee Vendor Performance: Provide day-to-day coordination and oversight of contracted research vendors.

What We're Looking For

Required Qualifications

Bachelor's degree in Public Health, Public Policy, Economics, Psychology, or a related field.

Six years of combined education, training, and/or professional experience involving project analysis, program evaluation, process improvement, technology solutions, or related work.

Preferred Qualifications

Stakeholder engagement and coalition building
Market research, surveys, focus groups, or UX testing
Program evaluation and reporting
Health policy or Affordable Care Act knowledge
Rural health experience
Federal grant management or reporting
Excellent communication skills
Strong organization and attention to detail
