Position: Residential Program Manager

Status: Exempt, Full-Time

Reports to: Residential Director

Hours: Monday – Friday 9am – 6pm or 4pm-12am (may vary based on agency need) and on-call rotation

Salary: $81,000-$93,000

Description:

The Residential Program Manager manages, leads, develops, trains, coaches, and supports 20-30 full and part- time direct care staff in the day-to-day operations of a Short Term Residential Therapeutic Program (STRTP). Oversees all procedures and processes to ensure the smooth operation of two residential cottages with 16 youth (“clients”) during the day shift. Also provides client support and intervention.

Job Qualifications:

Bachelors or master’s Degree in management, public or business administration, or related field required
3-5 years experience in staff management and supervision in any business environment
FTE direct care experience in a mental health setting
Availability to work daytime hours, M-F and to be available as needed for on-call after hours
Must demonstrate skills in communicating and positively relating to youth, colleagues, direct reports, social workers and members of the treatment team, parents and family members, interns, contractors, and business contacts. Must possess advanced ability to read, write and understand English equivalent to a college level
Must have strong knowledge of Word, Excel, and Outlook. Specific skills in software systems as required by position, such as ExtendedReach
Must be able to actively participate in student behavior management, including supervision of student and crisis prevention, physical restraint to protect students and other crisis intervention, according to State Licensing and Agency regulation
Must be a person who exercises excellent managerial judgment and is emotionally mature, patient, flexible and calm
Meet all Agency and State Licensing requirements relative to training attendance
Awareness and sensitivity to the cultures represented in San Joaquin County
Reliable transportation, a DMV driving record printout with no more than two (2) minor violations and use own car for travel such as transporting students
Ability to lift supplies up to 25 lbs. to waist height
Fingerprint clearance required
Must be 21 years of age or older
The Cottage Manager position is subject to work as needed and/or assigned

Essential Functions:

As assigned by and under the guidance, supervision and direction of the Residential Director or other supervisory staff, and in accordance with Program, Agency and State Licensing standards, the Residential Program Manager will:

Follow the Trauma Informed Care philosophy when supporting and addressing the needs of the children and families served by CHS

Supervision Duties (include but are not limited to):

Manage, lead, develop, train, coach, and support direct reports (Youth Stabilization Specialists and Shift Leads)
Supervise Youth Stabilization Specialists, including performance monitoring and feedback
Ensure all direct reports are in compliance with Core Value, Core Behaviors, and all policies and procedures
Lead Cottage Treatment Team meetings
Engage in feedback and information sharing with Residential Director and Residential Team Leaders regarding personnel, program function, and client issues
Management of program and physical environment to assure the health, well-being and safety of students, and compliance to all regulations and standards, including maintenance assessments and requests, quality assurance inspections, etc.
Maintain financial (i.e. petty cash, etc.), nutrition, physical plant and student case records
Provide support to staff in crisis situations, being able to take a lead role
Produce 24-hour reports in strict adherence with Community Care Licensing (CCL) and Behavioral Health Services (BHS) requirements
Responsible for assigned operational procedures related to performance quality improvement, including:
Helping the organization meet its quality improvement, evaluation, and reporting requirements
Contributing to developing outcomes and indicators and setting targets
Interpreting data
Applying data to improve practices and outcomes
Using program and client outcomes data to improve service delivery
Develop Cottage schedules and calendars

Youth Support Duties - Supervision/Protection/Care of Clients, Assisting Clients in Group and Individual Settings, Discipline and Behavioral Management (include but are not limited to):

Develop and sustain detailed, comprehensive knowledge of, and relationships with, all clients
Provide supervision, counseling, care and behavioral intervention of clients
Provide supervision, protection, and care of clients individually and in groups
Facilitate regular youth group meetings
Assist in the supervision of and transportation of youth as needed
Assist, coach and model effective youth behavior management, using positive therapeutic interventions, including administration of discipline, setting limits and use of approved emergency intervention plan as appropriate
Attend staff and other meetings as required
Must have an attitude of friendliness and be able to communicate with all levels within Children’s Home of Stockton
Must be reliable and consistent with attendance and punctuality to work
Other duties as assigned
