Full Job Description

Job Summary:
We are seeking a team member to be a Pathway Navigator and join our "CAN DO IT" atmosphere, accept people where they are at, and focus on individual ABILITY while providing opportunities to reach individual goals. The Pathway Navigator will be responsible for developing and guiding those who qualify for services through an Individualized Employment Plan (IEP). The Navigator will coordinate with various social services and resources that include employment/training/reentry/ housing/mentoring and other wrap around services to help participants achieve stability and self-sufficiency.

Job Responsibilities: (Not an all-inclusive list)

Provide assistance to program participants in locating, obtaining, and retaining employment
Develop IEPs to include earning, learning and support services needed for enrolled participants within 30 days of enrollment. ICPs are blueprints for success and need to include concrete goals and plans for continued progression.
Operate under the five dimensions for effective reentry case management:

1. Development of a quality, working relationship to relate to participants in an empathetic and supportive way.

2. Reinforcement of behavioral compliance (distinguishing between rules and requests firm but fair).

3. Demonstrate and support non-criminal styles of thinking, feeling and behaving.

4. Help build skills and remove obstacles to pro-social behavior in home, school and work settings.

5. Help participants help themselves by brokering services offered in the community to help them with concrete problem-solving.

Work with participants and local service providers to plan for reintegration from incarceration into the community-coordinate interdisciplinary team (IDT) meetings with work release program staff, parole and probation officers, and/or social workers.
Schedule one-on-one meetings with participants to provide ongoing support for participants with criminal history to ensure work plans are implemented, individual goals are met, and IEPs are up to date.
Provide participants with final screening prior to job referral as it relates to their specific qualifications and availability for employment.
Provide advice to participants about barriers to employment, including state laws that affect individuals with criminal records and effective strategies to address them.
Effectively utilize resources to remove participant barriers to employment opportunities and increase their chances to become self-sufficient. Bring understanding of home agency and targeted community to ensure wraparound service options for all participants.
Develop employment opportunities for participants.
Conduct workshops for participants with criminal history on topics including, but not limited to: expunges, knowing your right as an ex-offender, dressing for success and interview techniques.
Utilize onsite skills development services and offsite community resources to refer and engage participants in skill building activities.
Assist employers with on-going training needs, address concerns of employers, provide effective follow-up to placement. Work with employees to resolve or prevent issues:

- Become familiar with job settings, duties, employer expectations and other information.

- Maintain professionalism with employer questions, concerns, and needs.

- Act as a role model for workers in terms of personal appearance, socialization, and interactions.

- Provide proactive information that decrease or prevent worker issues from occurring.

- Respond to all issues in a timely and effective manner.

- Utilize good judgment in disclosing consumer information to ensure compliance with HIPAA and all state and federal data privacy regulations.

Stay aware of local business and industry development trends. Target growing or expanding industries which are matches for program participants' employment opportunities.
Work with other internal Pathway Navigators and Support Service Coordinators to ensure employment resource sharing, participants' referrals to employment opportunities, coordination with local businesses and partnering agencies. Encourage open communication and team approach to project activities with a customer service approach.
· Organize employers' presentations and hiring events for project participants.
. Participate in trainings, meetings to ensure project outcomes achievement.
For participants that are paired with mentors, coordinate, and communicate with the individual, mentors once or more per month.
Record case notes and outcomes for each participant no less frequent than once per month.

Qualifications:

Any combination of education and experience that demonstrates the ability to perform the duties of the position is qualifying. This would typically include:

Strong desire to serve adults with employment barriers. Knowledge of reentry resources and an understanding of the barriers faced by individuals with a criminal background.
Experience with pre-employment activities and job search development.
Advanced knowledge and/or experience in job development and placement activities. Be knowledgeable about research efforts which are relevant to workforce development and criminal justice initiatives.
Knowledge of information and advocacy of federal legislation that directly impacts harder to employ populations, including individuals with criminal records.
Knowledge of the local job market and concerns of employers.
Ability to perform in a positive manner in a demanding work environment, to demonstrate a high level of flexibility, to respond to priorities and schedules that change frequently.
Ability to meet multiple, sometimes conflicting deadlines and be a self-starter.
Strong analytical and decision-making abilities. Must be able to work with minimal supervision.
Ability to work with distressed and/or demanding participants and employers in a positive and effective manner.
Ability to maintain a high level of confidentiality and comply with all data privacy rules.
Computer literacy in MS Office Suite including word processing, email, internet and spreadsheets.
Strong skills in intercultural, interpersonal, and organizational communication.
Ability to demonstrate excellent/positive verbal and written communication skills.
Ability to communicate with a variety of personality types and levels of the organization, as well as with individuals outside the organization.
Ability to listen for understanding and assist in problem solving.
Ability to prepare clear, accurate and concise reports.
Be punctual, good attendance and be able to work flexible hours to meet the availability of the program participants.
Other duties and responsibilities may be assigned.
Must have access to reliable transportation. Only mileage/parking fees will be reimbursed. Driving record must show no incidences of tickets, accidents or DWIs for the past three years.
Must comply with the Safety and Health Program of AccessAbility, Inc. and demonstrate frequently the preventative actions taken promoting a safe and healthy workplace.

Education/Experience:

Preferred: Bachelor's Degree in criminal justice, law enforcement or social science field with at least 6 months experience providing workforce development and case management services for ex-offenders.

Two or more years working with people transitioning from jail to community in correctional facility operations, reentry programs or nonprofit workforce development programs.

Experience with pre-employment activities and job search development.
Advance knowledge and/or experience in job development and placement activities.
Knowledge and/or experience of vocational and/or placement counseling for ex-offenders.
Knowledge of the local job market and concerns of employers.
