General Summary
Under the supervision of the Division Director, provides a broad range of administrative support functions to help facilitate the coordination of program assistance to public health clients. Serves as a program client liaison with outside agencies, and as health department program representative to the Michigan Department of Health and Human Services (MDHHS). Assists clients with the application process and problem resolution. Maintains supplies for various Community Health programs.
Essential Functions
1. Serves as administrative support to the Community Health Division. Answers inquiries of visitors and telephone callers regarding departmental procedures, schedules, program information, eligibility requirements, and other matters. Reviews and assists clients in completing forms and applications and ensuring completion.
2. Works with families to resolve program problems and billing related issues. Serves as the liaison between families and Michigan Department of Health and Human Services (MDHHS), medical providers, or other health agencies. Assists with coordination of services, resolution or program logistics, and adherence to policies and procedures. Ensure clients have access to services necessary to address all aspects of a diagnosis. Collaborate with professional agencies related to client and policy issues.
3. Independently manages program components requiring the research and compilation of data, assisting in the development, implementation and revision of program policies and procedures, representing the department to other agencies and the public on program specific issues, and performing other program administrative functions.
4. Drafts forms, training materials, reports, and client notes using information from client or project files. May devise and develop office forms and procedures. Composes correspondence in response to a problem or inquiry for which standard procedure and past practice provide guidance, but a thorough knowledge of departmental procedure is required.
5. Edits grant applications, quarterly reports, and program amendments.
6. Maintains electronic medical records and databases for client charts and provides administrative support to professional staff, managers, and physicians regarding client status which are of a sensitive or confidential nature.
7. Provide administrative assistance to the MCHD Immunization program including monitoring temperature control logs, monitoring and balancing inventory, and ordering vaccine.
8. Provide administrative assistance to the Vaccine for children Providers in Marquette County including monitoring program compliance and offering corrective action plans.
9. Collaborate with external program staff including state and other agencies regarding program functions, policies, and logistics. May be responsible for departmental contacts with other governmental agencies to obtain or provide required information.
10. Attend associated program meetings to provide status updates and assist with outreach. Attend the annual immunization conference, bi-annual IAP meetings, and monthly vaccine management calls.
11. Schedules and arranges meetings of various teams and committees. Serves as secretary for meeting by taking notes, attendance, and preparing minutes.
12. Establishes and maintains office filing systems including maintaining cross-index reference files.
13. May order supplies for a division, review bills for payment, and perform other bookkeeping functions for a division.
14. Assembles materials and prepares reports of departmental service activities, fiscal status reports, budgets, and other data.
15. May be responsible for departmental contacts with other governmental agencies to obtain required information or provide same.
Other Functions
16. May be required to fill in for School Clinic Secretary, Program Clerk, and Environmental Health Administrative Assistant.
17. Function in a response capacity to public health emergencies consistent with knowledge, skills, experience and professional licensure/certification. Acquire knowledge to be competent in appropriate response roles.

Employment Qualifications
Education: High school graduation or equivalent, with some advanced coursework in accounting, data/word processing, and medical terminology. Associate’s Degree in business administration, secretarial, accounting, or related area preferred.
Experience: Two years of more responsible accounting, secretarial, records processing or related administrative experience.
